As the backbone of governance in the new era,the enthusiasm and innovative ability of civil servants directly affect the implementation of public policies and the overall efficiency of government operation.The motivation system for civil servants as an important component of the civil service system,is a crucial factor in the development of individual and group civil servants,as well as in the development of administrative organizations and their careers.Therefore,the establishment of a set of scientific and effective motivation system for civil servant and operation mechanism has become an important guarantee for the modernization of the national governance system and governance capacity in the new era,as well as the realization of the ambitious goal of Chinese path to modernization.This paper takes the motivation system of Chinese civil servants as the research object,draws upon the content-oriented motivation theory,the process-driven motivation theory,and the motivation theory rooted in behavioral modification as the theoretical foundation,fully stimulates the work enthusiasm of civil servants,releases the main kinetic energy,and thus actively promotes the implementation of the main responsibility of civil servants as the value orientation.This paper makes systematic sorting out of the connotations,functional positioning and systematic composition of the motivation system for civil servants,as well as the basic issues of the formation and development process of the motivation system of Chinese civil servants,the structure and function of the system and its practical mechanism,focusing on positive and negative affect two-way motivation in parallel,it explores the functions and practical mechanisms of various types of motivation systems,including remuneration,promotion,assessment and supervision in the motivation of civil servants;Combined with the current practice of positive and negative affect motivation systems for civil servants and the analysis of problems,the study explores the optimization path of the practical effectiveness of the motivation system for civil servants from three perspectives of improving the positive affect motivation system,the negative affect motivation system,and the coupling and synergy of the positive and negative affect motivation systems.The study finds that although both the positive and negative affect motivation systems for civil servants have revealed some problems to varying degrees in the practice of motivation,the advantages of the system are still obvious,with wide space for system adjustment and obvious potential advantages for development,and the synergistic operation of the positive affect motivation system and the negative affect motivation system is still a reliable guideline for solving the dilemma of the practice of the motivation system for civil servants and for enhancing the motivation effectiveness of civil servants.
