Research On The Performance Of Duties Of Grass-roots Government In The Development Of Rural Collective Economy In W County

The report of the 19 th National Congress pointed out that it is necessary to "deepen the reform of rural collective property rights system,protect farmers’ property rights and interests,and strengthen the collective economy".The rural collective economy has been given a special mission in the new era.Developing and strengthening the rural collective economy is an important measure to solve the "three rural" problems and achieve effective economic growth.At the same time,as the main body of rural collective economy,grass-roots government plays an indispensable role in promoting the sound development of rural collective economy,and the function of grass-roots government has the most direct influence in the process of developing and expanding rural collective economy.In recent years,with the active support of the party and the government,China’s rural collective economy has achieved remarkable development results.In reality,governments at all levels put the development and expansion of rural collective economy on the work schedule.Both theory and practice show that there are countless links between the government and the development of rural collective economy.However,at present,in the process of developing collective economy,grass-roots governments still need to further optimize their performance of duties.Therefore,it is an important task to explore how the grass-roots government can strengthen the rural collective economy by performing its own functions.Based on the theory of collaborative governance and service-oriented government,this thesis focuses on the development of rural collective economy in W county,and sorts out the general situation of local rural collective economy development and the current performance of grass-roots government.At the same time,through interviews with leading cadres,questionnaires and other forms,it is of great practical significance to analyze the development model that the grass-roots government in W County has explored in the process of developing rural collective economy,which is in line with the local reality.The main conclusions of this thesis are as follows:(1)By analyzing the questionnaire survey of nine representative villages in W County and interviewing government staff,we can know the content,effectiveness and difficulties faced by grass-roots governments in the process of rural collective economic development,and the farmers’ awareness of government functions in W County rural collective economic development.(2)Based on the results of questionnaire survey and interview,it is concluded that there are some problems in the development of rural collective economy in W county,such as insufficient support,imperfect overall planning,and lack of supervision and management functions.The main reasons are the objective influence of weak economic foundation,deviation of ideas,insufficient attraction of social forces and other factors.(3)Based on the actual situation of rural collective economic development in W county,this thesis puts forward some countermeasures and suggestions for the government to promote rural collective economic development in W county.In the new historical period,the government should perform its functions in a better way by increasing financial support,compiling scientific development plans,and strengthening the construction of cadres,so as to effectively promote the development of village collective economy.
