Research On The Xinxiangxian Participating In The Rural Social Governance

In the report to the 19th national congress of the communist party of China(CPC)in 2017,the strategy of "rural revitalization" was put forward,raising the issue of rural development to the level of national strategy.However,the current "hollowing out" of rural areas is a serious problem,and the grassroots governance capacity is insufficient.To solve the problem of rural development,we should not only rely on the policy support of the government,but also rely on the efforts of the villages themselves.As the inheritance and development of traditional Xiangxian,Xinxiangxian can play the role of leading the new trend of The Times and promoting rural development in participating in rural social governance,and effectively help grassroots governments to solve various problems,thus playing a good supporting role.This paper takes the case study of Xinxiangxian participating in rural social governance in Ganyu district,Lianyungang city,Jiangsu province.This paper focuses on the investigation and study of the experience and existing difficulties of Xinxiangxian in Ganyu district participating in the rural social governance.Based on the existing theories and the working experience of other regions,the author puts forward some Suggestions.This paper is mainly divided into five parts:First,this paper expounds the research background and significance of Xinxiangxian participating in rural social governance,understands the research situation of new villagers and rural governance at home and abroad,explains the research content and research methods of this paper,and analyzes the innovation points and shortcomings.Second,the paper expounds the concepts of Xinxiangxian and rural social governance,analyzes the differences between new villagers and traditional villagers,sorts out the evolution of China's rural governance model,and studies the role that new villagers can play in rural social governance.Third,this paper briefly summarizes the basic situation of Ganyu district in Lianyungang city,Jiangsu province and the work of Xinxiangxian,analyzes the experience gained from the work of Xinxiangxian in Ganyu district,and studies the achievements of Xinxiangxian participating in social governance in Ganyu district.Fourth,through field investigation and visit,taking the situation of Ganyu district as a case,the paper analyzes the difficulties encountered by Xinxiangxian in the process of participating in rural social governance,including the awkward relationship with the rural governance subject,the imbalance between local and other places Xinxiangxian,the failure of some Xiangxian associations to play an effective role,and the defects of Xinxiangxian themselves.Then,the reasons are analyzed,including the loss of elite talents in rural areas,the complexity and diversity of rural governance contents,the inefficiency of rural governance subjects,the lack of attraction of preferential policies for returning home,and the imperfection of the cultivation system for new rural talents.Fifth,aiming at new problems follow Xinxiangxian participation in rural social governance and causes,and targeted puts forward Xinxiangxian involved in rural social governance countermeasures,including strengthening the digging of Xinxiangxian cultivation,increase Xinxiangxian preferential policy support to improve government incentives,Xinxiangxian culture promote the development of democracy at the grassroots level,play Xinxiangxian cultural power guarantee rural order and stability.
