| Agriculture is the foundation of the national economy,our country’s rural population accounts for most of the population in developing countries,such as the basic national conditions decide the relationship between the "three agriculture" problem has always been with the national development and stability of the global.During the new period,China has put forward a new call for the construction of beautiful countryside according to local conditions.However,a series of statistics on people’s livelihood shows that the situation of farmers in rural areas has not been completely improved.Of the political bureau of the CPC central 18 th collective learning general secretary of the Xi jinping stressed: "to good governance in today’s China,need to have in-depth knowledge of Chinese history and traditional culture,also need to explore and wisdom of ancient Chinese in governing positive summary".The rural governance is not a major demolition and demolition,the old and new,it should focus on the exploration of traditional cultural resources to solve the modernization impact of traditional rural areas of the future.Obvious changes have taken place in the current our country rural governance field: loss of young rural labor force,the depressed villages hollowing out,agricultural development outlook,urban-rural gap is further widening,only by the state power from external input resources to promote rural development to little effect.The practical problems of agriculture and rural areas need to be solved by the rural forces themselves.Back to history,ancient China had the tradition of "the imperial power not to go to the countryside",the state power was highly centralized,and the local construction depended on gentleman’s governance.The two power routes of centralization and local autonomy jointly maintain the stability and development of traditional Chinese society.In modern times,the evil gentry took over the countryside with the means of violence and bribery,and began to control the rural affairs under the evil gentry.After the founding of the People’s Republic of China,the tradition of the gentleman village was accompanied by the overall sinking of the state administrative power and completely withdrew from the countryside.As an important part of the national political system,the grass-roots governance system is the transformation requirement of modernization of the current national governance system.As the elites emerging from rural society,the new rural people have the same characteristics as the traditional gentleman,and have a positive role model.As the inner life of rural society,the special social responsibility and responsibility is undoubtedly the important part of solving the current rural problems.Rural China is experiencing the social upheaval,urbanization,marketization open,deconstruction of everything under attack of the countryside,backward mode of agricultural production and single industrial structure,and the farmers are going through transforming traditional agricultural civilization and the modern civilization conflict of values and way of thinking.Carrying forward the culture of new followvillager,expand the channels and the form of rural social organizations to participate in grassroots governance,encourage and support the new follow villager groups involved in grassroots autonomy,conform to the requirements of the current policy,and improve the rural politics and important way of diversifying rural political participation.This paper based on the author’s investigation,in order to L city in Shandong province as the research sample,adopts the method of combining empirical analysis and normative analysis,using the theory of governance,with new follow villager as the breakthrough point,discusses the variables influence on rural governance study.Elite and governance theory perspective,based on the L city beautiful rural construction concrete practice activities,the village of integrated use of political science and sociology research methods,systematic analysis of the new follow villager’s specific role,according to the new follow villager’s challenge,explore new follow villager governance path selection and the countermeasure.In the whole country,the phenomenon of the new rural governance has been established,which is conducted under the guidance of the government.The root of this product is the combination of top-level design and local practice.With the gradual deepening of the construction of the beautiful countryside,as an important variable of grass-roots governance,the new countryside is sure to become the successor and transformation of the village,and explore the new path choice of rural governance. |
