Study On The Participation Of Xinxiangxian In Rural Governance

Rejuvenating the countryside,talent-oriented.Among the five specific paths of rural rejuvenation pointed out by General Secretary Xi Jinping,talent rejuvenation plays an important role.Since the reform and opening up,great changes have taken place in China's rural economy and society.At the same time,as the process of urbanization continues to deepen,the rural population structure continues to change,and a large number of young and middle-aged laborers are outflowing.Many of them are party and government cadres,experts,scholars,and entrepreneurs.The main force,but in reality they desperately get rid of the countryside and settle in the city.The outflow of rural talents not only took away funds and technology,but also caused the lack of endogenous authority in the countryside,which caused rural governance to fall into a series of predicaments such as the absence of governance subjects,hollowing out of industries and diversification of moral culture.How to cultivate and guide new rural talents under the leadership of the party is a major problem facing rural governance.In response,many experts and scholars sought feasible solutions from traditional squire villages and called for "Xinxiangxin to participate in village governance." The party and the country have successively pointed out in the Central Document No.1 of 2015,2016,2017 and 2018 that "cultivate the culture of the sage of the country".Local governments responded to the call and built a platform to promote the participation of Xinxiangxin in rural governance.Various types of Xiangxian organizations emerged endlessly with remarkable results.In this context,how to identify Xinxiang Xian as the main body of rural governance,how to define the role of Xinxiang Xian,and how to better play the role of Xinxiangxin are of great significance for the realization of good governance in rural areas.This is also the main issue this article intends to explore.This article is based on field investigations and in-depth interviews.Based on the case study of H village in northwest Hubei,the historical evolution of the role of the village sage in the case village is taken as the context,and the social role of the sage in Xinxiangxin is clarified from the historical and realistic dimensions.Taking the optimization of Xinxiangxin 's participation in rural governance as the main line,he tried to comprehensively analyze the problems of Xinxiangxin 's participation in rural governance.The research is mainly divided into the following four parts.The first is to define the concept of squire,Xinxiangxin and rural governance,and explain the theoretical basis of Xinxiangxin participating in rural governance.The second is to explore the historical logic of Xinxiangxin 's participation in rural governance,combined with field investigations in H Village,to sort out the historical evolution of the role of Xinxiangxin.Thirdly,through the specific practice of Xinxiangxin in participating in rural governance,in-depth discussion of the difficulties encountered by H Xinxiangxin in the participation process,including the ambiguity of Xinxiangxin by different subjects,the lack of institutional guarantees and platforms,and the culture of Xinxiangxin Problems such as insufficient cultivation and publicity,as well as geographical constraints and insufficient supply of resources in Xinxiangxin.The fourth is to optimize Xinxiangxin 's participation path in terms of rationally positioning Xinxiangxin 's role,optimizing the institutional environment,strengthening the construction of organizational platforms,fostering the culture of Xinxiangxin,developing the village area,and integrating Xinxiangxin 's resources.
