An Analysis Of The Policy Effect Of Urban And Rural Residents' Basic Pension Insurance On The Labor Supply Of The Elderly

Based on the CHARLS data in 2011,2013 and 2015,this paper uses the work-leisure model in the theory of personal labor supply as the theoretical basis,and the transfer income and pension replacement rate as the realistic basis to propose the research hypothesis of this paper:(1)There are a large urban-rural differences in the labor participation rate of the elderly,and the rural labor participation rate is higher than that of the urban elderly;(2)economic factors can significantly affect the labor participation of the urban and rural elderly,and government transfer payments can reduce the elderly's Labor participation rate;(3)The basic endowment insurance for urban and rural residents will bring income effects to the labor supply of the elderly,which will significantly reduce the labor participation rate and reduce the total labor supply time of the insured elderly,consume more leisure,and bring the elderly Expected social security role;(4)Urban and rural residents' basic endowment insurance will affect the labor supply time structure of the elderly,reduce agricultural labor time,increase employment,non-agricultural self-employment and help time for family business activities.The research method uses the secondary analysis method in the literature research to build two empirical models.First,based on 2015 CHARLS data(with supplements from 2011 and 2013 CHARLS data),test hypothesis 1 and hypothesis 2by binary logistic regression,and The data from 2011 and 2015 are combined into panel data,and the PSM-DID "double difference propensity score matching" method is used.The PSM is matched first,and then the double difference method(DID)is used for calculation,This paper studies the influence of old-age insurance for urban and rural residents on the participation rate of labor supply and labor time structuredistribution of the elderly before and after the policy,and tests hypothesis(3)and hypothesis(4).Empirical research finds that the type of hukou is one of the important influencing factors on labor participation of the elderly.The labor participation rate of the elderly with agricultural hukou is significantly higher than that of the non-agricultural hukou.From an economic perspective,the three factors that provide children with financial support,including personal and spouse wage income,household income,and intergenerational transfer income,have significant income effects on the labor participation of the elderly.With the corresponding income,the elderly's overall The labor participation rate has also decreased,and whether the government's transfer of income has affected the labor participation of the elderly is not significant.The impact of the basic old-age insurance for urban and rural residents on the overall labor participation decision of the elderly does not show a significant income effect,but the impact on total labor time and agricultural labor time is dominated by the income effect,and the impact on the labor time is replaced by the substitution effect Mainly,according to the conclusion,it is proposed that(1)appropriately adjust the urban and rural residential security treatment standards and reduce the urban-rural gap.(2)Encourage residents to choose higher grades to participate in insurance and improve protection level.(3)Establish an age-eligible system for receiving benefits,and step up the treatment standard.(4)Ensure the sustainability of agricultural production and promote industrial transformation and upgrading.(5)Improve the education level of the elderly and rational distribution of human resources and other related policy recommendations.
