A Study On The Construction Of Digital Government In Zhaoqing From The Perspective Of Government Service Reform

In recent years,with the rise of new generation of information technologies such as big data and cloud computing,and the increasing demand of the people for services,the problems of low efficiency,non-sharing and non-linkage of government management and government services have become increasingly prominent.To this end,the CPC central committee and the state council have put forward the important decisions and arrangements of coordinating the development of e-government and accelerating the "Internet plus government services",and accelerating the institutional reform of the informatization construction of government affairs.,in order to meet the need of government management and service modernization,in December 2017,the guangdong provincial government formally introduced guangdong construction plan "digital" government reform,promote the building of "digital" government of guangdong province and promote the change of government functions and service model,improve the government management system and the management ability level of modernization,and the job as a provincial government "number one project".In February2018,zhaoqing city was listed as one of the three pilot cities of "digital government" comprehensive reform in the province.In this historical environment,zhaoqing has ushered in a great opportunity to develop digital government and realize joint construction,governance and sharing.At present,zhaoqing digital government has basically built up the digital government development framework of "one office,one center,one platform",and the construction of zhaoqing digital government has taken shape.Therefore,it is of great practical significance to study how to promote the reform of zhaoqing government service and the transformation of the public service mode through the construction of digital government.From the perspective of government service reform,this paper takes the construction of digital government in zhaoqing city as the research object.Firstly,it analyzes the concept and theory of digital government and the reform significance of digital government in zhaoqing city and even guangdong province.Secondly,the paper analyzes the situation,main problems and causes of the digital government reform and construction in zhaoqing city.Using the method of comparative analysis,this paper compares the reform of digital government and e-government at home and abroad,and studies and thinks for reference from the aspects ofreform mode,construction effect,application effect and development planning,so as to get the influence of digital government construction on the reform of government service.Finally,Suggestions are put forward to improve government services through the construction of digital government.First,improve the integration and sharing mechanism of government informatization,and realize inter-regional and inter-departmental connectivity of government information.Second,promote the integration of e-government,change the previous independent information islands,and realize the sharing and governance of government information.Third,take convenience as the goal,take data as the basis,and turn information into means to innovate the online convenience service mode,optimize the public service channels,and improve the efficiency of government services.
