| At this stage,China has entered the era of big data.The value-added data used by the government is closely related to the production and life of the public and creates huge public value,which promotes the rapid development of society and economy,in order to enhance the comprehensive competitiveness of the country.From the actual situation at this stage,most experts and scholars have given their own opinions on "government data openness" and published a large number of articles related to it.Their opinions can usually be divided into two categories.One is the management level,mainly using public management theory,the core is around users and government.This paper discusses the management and application of all kinds of data.The second is the technical level,that is to say,from the perspective of information science,to discuss the problem of government data opening.The purpose of this paper is to improve the open system construction of public data in our government.On the premise of pointing out the current situation and main problems of our government's data opening,and drawing lessons from the experience accumulated by western developed countries' governments in data opening,this paper probes into the ways and contents of our government's public data opening.Finally,it puts forward some suggestions on the innovation and optimization of the open system construction of public data in our government.The main structure of this paper mainly includes introduction,conclusion and other four parts:The first part is the introduction,which briefly describes the background of the research work,the application value of the research results in real life,the relevant literature and the main content of the research in Chinese and foreign academic circles.The second part mainly introduces the definition and theory of data openness.This paper defines the concepts of government data and government data openness,and introduces the differences between data openness and information openness.This paper expounds the open government theory,big data theory and new public service theory.It provides the basis for the discussion after this article.The third part is mainly based on the actual situation of our government's data opening construction,analysis of the existing problems.The research finds that there are some problems in our government's data opening,such as lack of strategic positioning,imperfect laws and regulations,imperfect platform function construction,lack ofdiversified cooperation and convenient and effective interactive feedback,inconsistent data organization standards,and non-standardized management.The fourth part is the introduction of foreign government data opening experience.This paper expounds the actual situation in the field of government data openness in Western countries,summarizes its successful experience,makes specific plans for all stages of development,establishes effective cooperation mechanism with various sectors of society,and establishes specialized departments to promote the work of government data openness.Relevant research contents have important reference significance for the data opening work of the Chinese government.The fifth part is to draw lessons from other countries' experience and Enlightenment on data openness,and summarize detailed strategies for the construction of government data openness based on the actual situation of our country.There are four main aspects: to continuously promote the process of top-level design at the national level,to create a trinity strategic mechanism of data opening in China,to strengthen the construction of data resources,and to strengthen the innovative management of the mechanism.The conclusion part summarizes the relevant conclusions of this paper and looks forward to the future research. |
