Research On The Technical Structural Dilemma And Coping Strategies Of Government Cross-departmental Data Sharing

In recent years,great progress has been made in emerging information technologies such as big data,mobile Internet and artificial intelligence,and the rapid development of technology has brought about social changes.Social affairs are getting more and more complicated,and the appeals of the broad masses of the people need to be answered urgently.Government departments use modern information technology to obtain data,to provide a basis for the government to make scientific decisions and respond to people's demands,and to improve the government's digital governance ability.However,the lack of cross-departmental data sharing limits the transformation of local governments to digital government and restricts the development of "Internet+government affairs".It is not just technology that has hampered data sharing across government.The traditional administrative concept,management system and other factors cause the fragmentation of government data sharing dilemma,and the "information island" makes the government cross-department data sharing into a dilemma.Data sharing across government departments is essentially to break the fragmentation of government services and achieve integrated governance.To solve the problem of data sharing across government departments,it is necessary to clarify the difficulties in the current data sharing work and analyze its causes,so as to find targeted solutions.Therefore,based on a systematic review of the existing literature and field research,this paper,from the perspective of holistic governance and based on the theory of technology structuring,constructs a technology structuring model for data sharing across government departments.To Clarify the interactive process and logic among actors,information technology,organizational structure and organizational system in the process of data sharing.Taking the "One network,all can be handled" of Guizhou Province as a case,this paper deeply investigates the promotion of government interdepartmental data sharing in the government service mode of "One network,all can be handled",and analyzes the interaction process and connection among information technology,actors,organizational structure and institutional characteristics in the government interdepartmental data sharing by using the technology structured model.It reveals the practical difficulties faced by cross-departmental data sharing in the process of promoting "Internet+government affairs".Summarizing and analyzing the current dilemma of the local government's cross-department data sharing,and analyzing the causes of the dilemma.Based on the above analysis,this paper puts forward the optimization path of data sharing across government departments from the aspects of institutional guarantee,incentive mechanism,trust mechanism and technical support.In general,the current inter-departmental data sharing of the government is mainly faced with partial system deficiency,management system restriction,actor concept and restriction from the technical level.The fragmentation management system,the function division,the thought of "official oriented consciousness" and so on cause the emergence of the structural dilemma of the government cross-department data sharing.It is necessary to optimize the organizational system,strengthen the construction of legal system,establish the trust mechanism of cross-department data sharing,strengthen the guarantee of capital and human resources,formulate feasible incentive measures,and improve the enthusiasm of participants.We will establish a performance evaluation system for data sharing among government departments and introduce third-party assessment to enhance performance-based accountability.At the same time,it is necessary to improve the technical support system,establish standards and norms for cross-departmental data sharing,strengthen the construction of cross-departmental data sharing and exchange platform,and improve the information infrastructure.So as to break through the technical structuring dilemma of government cross-department data sharing,improve the degree of data sharing,and promote the construction of digital government.
