Research On Data Opening And Sharing Of Jinan Municipal Government

At present,Data has become a strategic resource which is as important as oil.The premise of big data development is the fusion,regeneration and sharing of massive data.The open sharing of government data is conducive to the government strengthening its integration of information resources.For internal aspect,it is of great significance to promote the modernization of social governance,such as promoting judgement about complex social problems,risk assessment and early warning,and emergency treatment.For external aspect,dependent on social forces,cross-domain public services should be developed for the benefit of the people,and social resources are encouraged to development innovative research.In May 2016,Premier Li Keqiang mentioned at the China Big Data Industry Summit that " and the government should share information to improve big data." How to break the Information-island and data chimney between departments and realize the management innovation of data governance is the most important problem that many local governments face when they build the government big data.Based on the above background,this article first explores related,based on the actual situation of Jinan City,statistical analysis of the application systems and data platforms of various departments in the city and in-depth investigations of key departments have been conducted to have a better understanding of their data needs and data usage.Difficulties and bottlenecks which are encountered in the procession of advancing the opening and sharing of government data in Jinan have been found,such as incomplete communication mechanisms of various departments,unclear standards and specifications for data sharing and opening,data security,and personal privacy protectio.Thirdly,the literature survey method is used to analyze and reflect on the practical experience of domestic and foreign government data sharing and openness to extract good experiences.Finally,the paper proposes the next steps and corresponding countermeasures to improve the implementation of government data open sharing in Jinan City,such as strengthening the top-level design of open sharing of government data,integration of different government data sharing portals,promoting participation and cooperation of all sectors of society,and exploring policies and regulations of data security and privacy protection,etc.By promoting the further sharing and opening of Jinan municipal affairs data,tapping the potential value of government affairs data,reducing the cost of innovation and entrepreneurship in the whole society,we will finally strive to increase the ability of government public services and promote the big data industry in Jinan Development effect.
