| In the development of globalization and informatization,the competition between different countries is no longer only about economic or military power,but a comprehensive national power of security and development at the core of science and technology,industry,military,and economic strength.Focusing on the needs of national security and development,the country implements strategies such as innovation-driven development and civil-military integration to adapt to the situation of cross-integration of science,technology,industry and military,and promotes the transformation of the production method of social productivity and military combat power to the quality-benefit type.Promoting the collaborative innovation and development of civil-military science and technology is an important aspect of implementing innovation-driven development and civil-military integration.It is also an important part of promoting the integration and development of economic construction and national defense construction.The operation benefits of collaborative innovation network of civil-military science and technology involve the dual development goals of national defense construction and economic construction.It not only conforms to the operation law of the general collaborative innovation network,but also has its own operating characteristics.Firstly,the participants are more diverse,including the government,the military,enterprises,and academic research institutions.Among them,enterprises and academic research institutions face "double identity cognition" and different policy tools from the government.Secondly,as an important part of the national security system,the collaborative innovation network of civil-military science and technology must reflect the will of the country and give play to the synergy between the government and the military.In essence,it is a national institutional arrangement,which is different from the general profit-driven and market-based collaborative innovation network.The national will and government regulation are more involved.This paper focuses on the core chain of operaion of the civil-military technological innovation network,and constructs a three-dimensional analysis framework which calls "knowledge chain-industrial chain-capital chain".This paper then analyzes the interaction between three dimensions at the regional level,and expands the research perspectives of developing collaborative innovation network theory.Based on the characteristic difference between the collaborative innovation network of civil-military science and technology and the general collaborative innovation network,and taking the government as the participant,this paper deeply analyzes its interaction with innovation entities in knowledge collaborative innovation,industrial resource integration,and financial resource convergence,organically embeds the role of the government in the micro-operation mechanism of the collaborative innovation network of civil-military science and technology.In the meantime,this paper carries out systematic research on "knowledge chain-industrial chain-capital chain" by using the theories of collaborative innovation,innovation network,government role and market effect,and through the combination of normative analysis as well as case analysis.The knowledge chain is the power engine that promotes the collaborative innovation and development of civil-military science and technology.The state-owned military enterprises,the "civil-involved military" enterprises,the academic research institutions and other civil-military innovation entities interact with each other to realize the appreciation of knowledge through following four stages: generating knowledge cooperation demand,selecting knowledge cooperation partners,organic operation of knowledge cooperation,and finally realizing knowledge cooperation goal.The principal-agent model and the evolutionary game model are established to analyze the incentive mechanism and evolution process of operation of the knowledge chain.The government plays an incentive and supervisory role in the process of knowledge collaboration between civil-military innovation entities,and shares innovation risks with them.Taking the knowledge cooperation practice of XX University as an example,this paper analyzes the knowledge cooperation path,the influencing factors of knowledge cooperation and the role of government in knowledge cooperation.The industrial chain is the main force that promotes the collaborative innovation and development of civil-military science and technology.The development of industrial chain is divided into three processes: vertical evolution,horizontal evolution and network evolution.With the further deepening of the division of labor,the industrial chain forms a more efficient modular industrial organization model based on comparative advantages.The industrial chain of collaborative innovation network of civil-military science and technology shows a trend of vertical integration and horizontal industrial alliance,and finally forms a modular industrial organization model with full element flow and high efficiency.Taking the evolution process of industrial chain of XX Military Enterprises as an example,this paper analyzes the industrial organization model of a state-owned military industry group,which forms a division of labor and production network across the civil-military boundaries from a single group.The capital chain is an important guarantee for promoting the collaborative innovation and development of civil-military science and technology.Through the financial policy,together with the banks and venture capital institutions under market mechanism,the government participates in the supply of funds needed for the development of state-owned military enterprises,"civil-involved military" enterprises,academic research institutions,etc.The interaction between the capital suppliers and capital demanders forms a capital flow cycle in the operation of capital chain.Taking the fund support practice of XX Bank as an example,this paper analyzes how the capital suppliers support the development of the capital demanders,and the process of capital suppliers realizing the virtuous cycle of capital appreciation through cooperation with the government to establish an effective risk sharing system.Finally,taking Mianyang City,Zhongguancun and Shenzhen City as typical cases,this paper analyzes the different types of collaborative innovation network development models of civil-military science and technology based on regional innovation resource endowments.Depending on the development foundation of industrial chain,Mianyang City promotes the innovation of supply mode of capital chain and the expansion of innovation resources of knowledge chain,forming a single-dominant development mode of industrial chain.Zhongguancun is rich in knowledge innovation resources,industrial resources and financial resources.It cultivates a new economic development engine represented by unicorn enterprises,and forms a three-chain(knowledge chain-industry chain-capital chain)coupling and comprehensive development model.Relying on advantages of its own industrial chain development and capital chain operation system,Shenzhen City has become an agglomeration area for new research and development institutions,and has formed an "industry chain-capital chain" complementary traction leading development model. |
