Human is the foundation of a country.As important province of northeastern old industrial base,Liao Ning has continuous negative value on population natural increasing rate from 2011 to 2015.Such low fertile rate makes it continuously serious on aging of population,pension system struggling to make end meet,losing economic vitality,and shortage of labour supply.In the 16th Party Congress,the State Council makes revitalization of northeastern industrial base as important strategic decision.And population problem is the key factor of such adjustment and revitalization in Liao Ning province.In this research report,the investigation was conducted from 4 dimensions:realistic number of children,wish number of children,ideal childbearing intervals,as well as age and gender preference.The research is to investigate the willingness of married childbearing aged women in Liaoning Province on having 2nd child,by considering the interviewee’s basic information as characteristic variable.Harvey Leeibenstein’s Input-Output theory on children is utilized as angle of view to explore whether economic condition,opportunity cost,pleasure and assurance have impact on two-child,and the level of impact based on statistics data if such impact exists.Research revealed that in the selected population,willingness and reality have relatively big discrepancy.Women at fertile age do not have strong willingness to have 2nd child.The higher economic cost,physiological cost,and psychological cost are,the lower the willingness is.The bigger the pleasure effect,assurance effect,and inheritance effect are,the higher the willingness is.
