| To some extent,letters and visits reflect the current social contradictions and conflicts,and whether the handling of letters and visits is appropriate is closely related to the stability and harmony of the society.As an important part of China’s letters and visits system,grassroots letters and visits play an important role in resolving the contradictions at the grassroots level,maintaining social stability and responding to national policies.With the rapid development of China’s social economy,the transformation of China’s society has been carried out more smoothly.At this time,the problems appearing in grass-roots petition work have become more and more prominent,the demands of the masses for petition have also increased,and the involved events have become more complex.As a coordination organization,grassroots petition departments have no right to deal with appeals,let alone law enforcement.Therefore,they will encounter numerous obstacles in dealing with grassroots petition work,which not only slows down the work efficiency of grassroots governments,but also damages their social image,leading to more unstable factors in the society.This paper takes this as the background,carries on the further research to the grass-roots petition work.This paper takes the petition work in Pingshan District,Shenzhen city as the research object.Firstly,literature analysis is applied to collect and sort out the literatures of grass-roots petition work in recent years,and relevant theories and experiences are summarized.Then,the application of case analysis,through studying the current situation of petition in Pingshan District,the universal problems existing in grass-roots petition in Pingshan District are summarized as follows:1.Second,the abnormal public petition phenomenon is prominent;Third,grass-roots petition departments are not equal in power and responsibility;Fourth,the grassroots petitioners are weak.The main reasons are as follows:first,the legal consciousness of the masses is weak;Second,people’s awareness of safeguarding their rights has been strengthened.Third,the petition system is not perfect;Fourth,the construction of grassroots petition organizations is not sound.Finally,through communication and communication with petition workers and petitioners,the plight of carrying out petition work in reality was further clarified,the appeal of the masses was listened to,and countermeasures were proposed based on the current situation of petition work in Pingshan District,Shenzhen.Second,improve the ability of social governance,reduce the occurrence of letters and visits;Third,improve the system of grassroots petition work;Fourth,we will strengthen the building of community-level organizations.Through the above countermeasures and Suggestions,in order to better carry out the grassroots petition work to provide a certain theoretical basis. |
