A Research On The Reform Of Decentralization,Supervision And Service Of The H City Vehicle Management Department

At present,China is carrying out the reform of its government management style,including decentralization,supervision,and services in the field.Among them,deepening the reform of public security through decentralization,supervision,and service.This is an important step in advancing the modernization of public security governance capacity in a governance system.The core of the public security reform is to simplify and optimize the public service process and to provide the people with public services that benefit all.The increase in car production leads to higher numbers of cars and drivers on the road each year.People are paying more and more attention to the services provided by the vehicle management department,as a service unit among the public security department that focuses on regulating motor vehicles and drivers.Therefore,how the vehicle management department operates directly affects the relationship between the police and civilians.Improving the efficiency of the vehicle management department is an important matter in terms of the overall satisfaction of the civilians.Starting on September 1,2018,the Ministry of Public Security implemented the reform of decentralization,supervision,and service.This thesis combines field research interviews and text analysis to aid in the reform of decentralization,supervision and services toward the H city vehicle management department.It describes the methods and actions taken in the reform process,analysis of the existing problems and causes.Then provide strategies and suggestions for future operations.Through research,the H city vehicle management department has achieved improved efficiency,fairness,justice,and service by taking nine measures from three different aspects.However,there are still some problems due to the lack of ideological understanding,transparent communication,and active services for civilians.In the end,this thesis will discuss solutions on how to deepen the reform of decentralization,supervision,and services of H city vehicle management department and put forth revised strategies and suggestions from three aspects.The intention of this thesis is mainly focused on three aspects:Firstly,it describes the methods and effects taken in the reform process.Secondly,analyzing the existing problems and causes from the theoretical perspective of the reengineering process,reshaping government and service-oriented departments.Lastly,it suggests methods to deepen the reform of decentralization,supervision,and service of the H city vehicle management department.
