| As an important relationship in the process of the reform and development of "decentralization,management and service",the relationship between administrative approval and supervision is formed in the process of the transformation of government functions and corresponds to the adjustment of the relationship between the government and the market;regulating the relationship between administrative approval and supervision not only helps the real implementation of decentralization and combination of decentralization,but also promotes the establishment of service-oriented government.In recent years,there has been an increasing amount of research on the relationship between local governments,but there are still many dilemmas.In this paper,we will analyze the problems of the relationship between local governments in the context of the "decentralization,management and service" reform,and propose specific countermeasures to improve and enrich the relationship.In the introductory part of this paper,the necessity of the current topic is explained in terms of the background and significance of the research,and the current situation of domestic and international research on the reform of "decentralization,management and service" and the relationship between administrative approval and supervision is comprehensively summarized.In the main part,we firstly define the relevant concepts and theoretical foundations,and use literature analysis,interview and observation methods to analyze the current status of the administrative approval and supervision relationship in F city,and propose the problems of single structure between administrative approval and supervision,poor connection between administrative approval and supervision,imbalance between administrative approval and supervision and unclear authority and responsibility between administrative approval and supervision;Secondly,in view of the above problems,combined with the background of the "decentralization,management and service" reform and the author’s many years of experience in administrative approval,we analyze the causes and discuss the transformation of government functions,promotion of decentralization,participation of multiple subjects,enriching the structure of administrative approval and supervision,leveraging the "Internet+,enhancing the linkage of administrative approval and supervision,innovation of the regulatory system,coordination of the proportion of administrative approval and supervision,sound legal mechanism,and clarification of the rights of administrative approval and supervision.The five optimization paths provide new ideas on how to coordinate and standardize the relationship between administrative approval and supervision in the context of the new era,and also have certain theoretical and practical significance for optimizing the business and government environment,stimulating market vitality and building a service-oriented government. |
