| In recent years,the reform of "delegating power,delegating power and serving" has been carried out in full swing,which has greatly promoted and supported the reform of the administrative examination and approval system.Whether it is history or reality,it has always emphasized the importance of administrative examination and approval as a government function.Aiming at the problems of low efficiency,weak convenience and non-standard management process of local government administrative examination and approval services,this paper is based on the service quality gap theory and new public service theory,and uses the corresponding SERVQUAL evaluation scale to construct the local government administrative examination and approval service quality.The evaluation index system measures and evaluates the service quality.The main work is: using the exploratory factor analysis method to screen the indicators,testing the reliability and validity of the scale,and testing the common method deviation,and constructing the evaluation model of the local government’s administrative examination and approval service through the method of confirmatory factor analysis.The score of the administrative examination and approval service quality in Xi’an is calculated by the sex weight method,and the results show that:(1)the local government service quality evaluation system has five main evaluation dimensions:efficiency,convenience,tangible,law-abiding and informative;(2)The administrative approval service quality score of Xi’an is 83.01%,the full score is 200%,and it still needs continuous improvement;(3)Among the five evaluation dimensions,the highest score is the tangible dimension,which is 93.107%,and the efficiency dimension has the lowest score.is70.587%.Combined with the research results,it is found that the current administrative examination and approval service quality in Xi’an has problems such as low administrative examination and approval service efficiency,the overall service concept needs to be improved,the development of "administrative examination and approval + Internet" has not yet benefited ordinary people,and the legal literacy of staff is relatively lacking.The following targeted measures are put forward:(1)Streamline administration and delegate power to improve the efficiency of administrative examination and approval services of local governments;(2)Combining decentralization with management to improve the compliance of local government administrative examination and approval services;(3)Optimize services and improve the convenience of local government administrative examination and approval services;(4)We will promote the informatization construction of government service centers. |
