Reserach On The Reform Of "Release Management Service" In The Vehicle Management Office Of G Public Security Bureau

Since Li Keqiang put forward the reform concept of "deregulation and service" in the working meeting on promoting the transformation of functions in the combination of simplification of administration,decentralization and deregulation in May 2015,governments at all levels have actively transformed into a service-oriented government through right reconstruction,process reengineering and information sharing,effectively responded to the demands of the public and enterprises,and achieved certain results in promoting the systematic and overall adjustment of power,optimizing government functions and changing supervision methods.As an important part of the government,public security organs should comply with the development and changes of social economy,actively carry out the reform of "releasing management and service" and transform from managers to service providers,which is not only the embodiment of helping the healthy development of society,but also the implementation of the purpose of the people’s police serving the people wholeheartedly.As a front-line window unit,the vehicle management office is the government functional department with the closest contact with the masses and the most contact with the vast majority of the masses in the public security system.The work efficiency and service level of the vehicle management office directly affect the people’s satisfaction with the government functional departments and the public security system.By studying the reform and development of "release management service" in recent five years and the implementation of the reform policy of "release management service" by public security traffic control in recent three years since September 1,2018,this paper combs the reform process,current situation and difficulties of "release management service",and clarifies the reform objectives of Vehicle Management Office of traffic police detachment of G Public Security Bureau,It also lists the innovation and exploration combined with the local reality in addition to the specific actions of the vehicle management office of the traffic police detachment of G Public Security Bureau to implement the public security traffic management reform.Using the research methods of literature research,interview and questionnaire,combined with 292 questionnaires and 10 interview questionnaires,this paper studies the reform of "release management service" in the vehicle management office of the traffic police detachment of G Public Security Bureau.It is considered that the current grass-roots functional departments of the government have some problems in the implementation of the reform of "release management service",such as uncoordinated decentralization of authority,"organic combination of release and management" and insufficient service level for the people.Based on the theory of service-oriented government,the theory of government process reengineering,and in view of the current situation,policies and internal and external pressure of the vehicle management office of the traffic police detachment of G Public Security Bureau,five suggestions are obtained,such as changing ideas,overall allocation,innovating supervision mode,optimizing government services and increasing publicity.It is hoped that the grass-roots window departments can simplify administration,delegate power,optimize processes Provide support in improving services.
