Research On The "Three Governance Integration" Of Grass-roots Social Governance

The integration of autonomy,rule of law and rule of virtue is the direction of grass-roots social governance,and is one of the important issues in current public management research.In recent years,the development of society has impacted the original grass-roots governance mode.All regions have carried out beneficial exploration in three aspects:autonomy,rule of law and rule of virtue.To give full play to the initiative of the masses in social governance,we must deal with the relationship between the "three governance".Through three research methods of literature research,case study and interview,supported by two major theories of social governance and community autonomy,this paper analyzes that autonomy is the basis of effective governance at the grass-roots level,the rule of law is the guarantee to improve governance,the rule of virtue is the buffer valve to alleviate contradictions,which plays an important role in building an orderly governance process,standardizing the behavior of all social subjects and maintaining social stability Important role.The single implementation of "three governance" has its own defects,which is not conducive to the realization of governance objectives."Three governance" is a combination of mutual penetration,interaction and organic integration,which is conducive to reducing the cost of governance and enhancing the synergy and integrity of governance.This paper takes Huaiyin District of Jinan City as an example,through investigation and interview,to consolidate the foundation of autonomy by means of democratic election,making township rules and regulations,implementing grid management,and building "consultation" grassroots democratic consultation platform.At the grass-roots level,we should strengthen the supervision and management of the village level financial rights,deal with the demands of letters and visits by categories according to law,introduce lawyers and mediators to participate in resolving conflicts and disputes,enhance the awareness of the masses to understand the law and abide by the law,and ensure the smooth operation of the grass-roots autonomy system.Based on the profound "moral" culture of Huaiyin,we should build a moral lecture hall,carry out the activities of changing customs and rural civilization,and take the moral model as an example for publicity and education,so that the socialist "new morality"can nourish more people.This paper finds that in the practice of "three governance integration",there are still some problems,such as the lack of leading role of grass-roots party construction,the dislocation of government offside,the low quality of the self-governing body and the lack of in-depth participation of social forces,which restrict the effective integration of the three governance.The reason lies in the profound changes of social structure,the lag of spiritual civilization construction in economic development,the weakness of social forces,the old traditional management concept,the imperfect coordination mechanism of the integration of three governance,etc.in the process of aggravating social contradictions,which greatly increases the cost of social governance.Therefore,deepening the organic integration of "three governance" has become an inevitable way to improve grass-roots governance.In order to make more people participate in the process of autonomy,we should use big data and cloud computing,integrate resources among departments,regions and industries,subdivide grass-roots governance units by grid,and broaden the ways for people to participate in public decision-making and solve problems.We should cultivate the elites of governance,take "rule by virtue" as the adhesive,and promote the complementary advantages of non-governmental organizations,rural models and grass-roots autonomous organizations.From the point of view of the government,we should give full play to the leadership and cohesion of the party,establish the process of opinions reporting and feedback disposal,and do a good job in troubleshooting conflicts and disputes and serving the people’s livelihood on the premise of equal consultation,so that Party organizations and Party members can become the vanguard of grass-roots governance.It should be noted that in social governance,the government should sink more resources and services,change its role,clarify the boundaries of power and responsibility,and create a good atmosphere of advocating morality,being good and abiding by the law.
