Grid Model Of Whole Elements In Rural Social Governance Of D Town Application And Improvement Research

As a new model,the whole element grid model has played an active and effective role in social governance,but it is easy to become a tool for township governments to resolve social contradictions and maintain grass-roots stability in rural social governance.And failed to provide villagers with high-quality,refined public services.Therefore,how to improve the model to promote its root in rural society has become very important.Therefore,this paper will analyze and study the background,concrete practice,operation condition,effect and existing problems of implementing the whole element gridding model in D town,so as to formulate the whole element gridding model in line with the rural social governance of D town and realize the good governance at the grass-roots level.Firstly,this paper expounds the research background,the significance and the content of the research,highlights the innovation of the research,and establishes the framework of analysis by combing the literature on the application of gridding in rural social governance at home and abroad.Secondly,using seamless government theory,government process reengineering theory and cooperative governance theory as theoretical research tools,taking the application of the whole element grid model in D town as the research object,combing out the concrete practice of D town from the aspects of constructing governance system,clarifying service management responsibility,strengthening information application,perfecting work system,standardizing work flow and perfecting operation guarantee mechanism,and analyzing the implementation situation of the whole element grid model in D town with the background and concrete practice of implementing the model in town;A questionnaire survey and in-depth interview were used to collect the primary material,and the research data were analyzed.According to the analysis results,the operation of the model in the rural society of D town was measured,and the results obtained were summarized.During the course of operation,D town also has problems such as the pressure of the grid administrator and the inability to work,the reluctance of multiple subjects to take part in social governance,the doubts of all parties about the information platform,the failure of the grid operation to solve the major problems in time,and the fuzzy assessment standard.In view of all kinds of problems,according to the theory of comprehensive incentive,the theory of hierarchy of needs,the theory of system and the theory of stratification,the reasons are as follows: the construction of grid administrator team is insufficient,the mechanism of promoting multi-subject participation and co-governance is not perfect,the information system development lacks long-term planning,the mechanism of ensuring grid operation is lacking,and the performance evaluation system is not perfect.Finally,the optimization methods are put forward: building a strong team of grid administrators,guiding multiple subjects to participate in co-governance,strengthening the construction of information platform,perfecting the grid operation mechanism,constructing multiple evaluation system,and putting forward the prospect of the future development direction of the whole element grid model.
