With the rapid development of science and technology,the importance of cultural soft power in the comprehensive competitiveness of the country is increasingly prominent.Campus culture is at the forefront of social culture which is showing the soft power of culture.Thus strengthening the construction of campus culture has important significance.In April2006,the Ministry of Education issued the Circular on Strengthening the Construction of Campus Culture in Primary and Secondary Schools,which emphasizes that campus culture is an important part of school education and an indispensable part of comprehensive education.The role of government behavior in the construction of campus culture cannot be ignored.The government plays an important role in ensuring the socialist direction of campus culture,the supervision and evaluation of campus culture construction,and the provision of financial security and so on.Senior high school stage is the key period for students to establish a correct outlook on life,values and world outlook.It is of great practical significance to study the government behavior and its effect in the construction of senior high school campus culture to promote the development of high school campus culture and promote the all-round development of students.This study takes senior high school campus culture construction as the research object,pays close attention to the government behavior in the senior high school campus culture construction,looks into the government vacancy in the senior high school campus culture construction,carries on the localization,the analysis,then proposes the countermeasure which provides the suggestion for the government to give full play to the related government function and promotes the school campus culture development.The research idea of this paper is to analyze the satisfaction of the government behavior in the campus culture construction---to find out the absence of the government behavior in the campus culture construction---to analyze the reasons for the absence of the government behavior---to put forward the countermeasures and suggestions to optimize the government behavior in the senior high school culture construction.This paper firstly expounds the research background significance,domestic and foreign research status,related concepts and theories,research ideas and methods.The second chapter takes No.1 Middle School of T City as an example,describes the general situation of No.1Middle School campus culture construction and summarizes the government behavior in campus culture construction.The third chapter carries out the questionnaire method and the field investigation method,the SPSS 22.0 analysis and the interview.It mainly analyzes thesatisfaction of teaching staff and students,the satisfaction of government behavior,and the teaching staff's recognition of the role of government behavior.Based on the analysis of data and interview results,chapter four concludes that the absence of government behavior in the construction of campus culture in T city are as follows: unsystematic overall planning,insufficient financial support,the unreasonable allocation of resources and imperfect supervision mechanism.The reasons for the absence of government behavior are: the lack of understanding of campus culture construction,the lack of unity of government and senior high school interests,and the imperfect accountability mechanism of government and grass-roots departments.Suggestions are given in chapter 5 that government should strengthen the overall planning,increase the investment of campus culture construction and optimize the system management.
