| In today's world,on account of the fact that the international situation is unpredictable and behaviors of anti-globalization,unilateralism and trade protectionism have become proliferated,China is faced with more complicated international environment.Nowadays,China is in the stage of decisive victory in building a well-off society in an all-round way,where many new changes have taken place while many new and old problems are urgently required to be resolved.In order to meet these challenges and overcome these difficulties,the Party Central Committee has proposed a series of measures to further strengthen party building,especially with the unprecedented efforts for anti-corruption struggle since the 18th National Party Congress.The Inspection System of Communist Party of China(abbreviated as CPC)has become an important means and a major strategic institutional arrangement for both the inner-party supervision and rigorous Party self-governance.The Party Central Committee innovatively consummates the Inspection System by attaching great importance to it as a sharp sword that shall be firmly grasped and constantly wielded.Therefore,it is expected that the sword of inspection will be hanging high above and the effect of the inspection will be lasting.There are five chapters in the thesis.Chapter one is the Introduction that briefly describes the relevant background,defines related concepts and expounds the significance of the research.In addition,chapter one also introduces the ideas and methods,and reviews the situation of CPC Inspection System at home and abroad.Chapter two is the theoretical and practical basis of the CPC Inspection System.Firstly,this chapter studies theoretical basis of CPC Inspection System from three following aspects:the Marxist thought of power restriction and supervision,the thought of inspection and supervision in ancient China,and the thought of power restriction and supervision in western countries.Secondly,this chapter elaborates the practical development of CPC Inspection System before the 18th National Congress from the angle of historical development and the practical foundation of CPC Inspection System.Chapter three sums up the changes of CPC Inspection System since the 18th National Congress respectively from developmental aspects of the inspection scope,the inspection mode and the inspection system.Meanwhile,this part also expounds the purpose,task,subject and object,working procedure and method,main contents of working principle and evaluation of CPC Inspection System after the 18th CPC National Congress.Chapter four summarizes the current situation of CPC Inspection System after the 18th CPC National Congress involving the remarkable results of anti-corruption,the innovation and improvement of inspection methods,the main results of strengthening inspection,and the constructive achievements of deepening the development of inspection.What's more,the problems and reasons are also researched from the following different perspectives:the CPC Inspection System remains to be improved;the theoretical research lags behind the work practice;the construction of the inspection team remains to be improved;the incentive and supporting mechanism remains to be promoted.The fifth chapter puts forward the specific paths to consummating CPC Inspection System including the establishment of the sound inspection system and legal system,the innovation of the inspection theory and working methods,the further construction of the inspection team,and the improvement of the support system for inspection personnel.In short,based on summarizing the development of the present theory and practice of the Inspection System,the thesis analyzes the development and changes,construction achievements and existing problems and reasons of the CPC Inspection System since the 18th National Congress,and proposes specific ways to improve the Inspection System.Most importantly,the thesis is expected to be beneficial to the development of the theory and practice of CPC Inspection System. |
