The Research On The Problems And Countermeasures Of Wuhan City Road Name Management

As an important social and public geographic information,road names not only play an important role in public daily life,but also play an important role in urban economic construction,cultural exchanges,national defense diplomacy and many other aspects.Road names management is the national public management work with the road name as the core,which includes the preparation and planning of road names,naming and renaming management,road name sign setting and management,road name information construction and other contents,serving the national economic and social development and the production and life of the people.Wuhan is the largest city in central China,in the process of its urban development,the city to the development zone as the core of the urban road construction is accelerating,the road name is growing rapidly.The name management of the city has also been spread out in many aspects,the establishment of the management subject in accordance with the law,unified management,hierarchical responsibility,clear planning,standardized naming and renaming procedures,to carry out the overall management system of information construction.However,with the increasing public demand for road name information and refinement,the current road name management work of Wuhan exposed many problems.These problems can be summarized and analyzed into four points: first,the content of management regulations and policies is general and difficult to adapt to the new situation and new requirements,resulting in serious lack of operability in the actual management.Second,the integrity of the management structure is not enough,resulting in the lack of strong leadership and coordination mechanism of the name management.Third,the specific operation procedures of road name naming and renaming management are formalized.The legal road name lacks humanity,and the public's participation in and satisfaction with road name management in Wuhan is not high.Fourth,the setting of road name signs and information construction and other service work backward.These problems mainly reflect that the service level of Wuhan's current road name management does not adapt to the development speed of the city.At the level of legal construction,the operability of Wuhan road name management laws and regulations can be enhanced by clarifying the responsibility scope and specific content of each functional department and stipulating each work process and its time limit.At the institutional level,the urban road name management joint meeting system should be established to form the leadership and coordination mechanism across departments,levels and regions,so as to make up for the institutional defects of poor connection between departments and low public participation in the actual management process.In terms of public services,we should normalize the management of road name signs and carry out a variety of information services based on the results of the survey of road names,so as to better serve the urban management and the public.
