Research On The Innovation Of Management And Service On Floating Population In Wuhan City

Based on the social survey on enterprise employees, field investigation on floating population administration sections and the text analysis of management and services rules on floating population in Wuhan city, the paper analyzes the practical background, pathways, performances and predicaments of innovation on management and services for floating population in Wuhan. The main findings of the study are as following:In the perspective of practical background of innovation, there are large scales of floating population in Wuhan. Population mobility and migration attributes to the synthetic effect of push and pull factors between sending societies and receiving societies of floating population. From the perspective of macro level, the large scales of floating population in Wuhan have inseparable connection with powerful load capacity of environment, unique geographical advantage and high quality education resources. From the perspective of micro level, the agent of mobility to Wuhan is affected by the synthetic factors of the rational choice of survival, the rational choice of development, and ration choice of social dimension, as well as the emotional choice.In the past few years, the pathway of innovation practice of management and services for floating population in Wuhan city includes three aspects. In the perspective of management and services value, the target of management and services is transferring from control plus governance to promoting the social integration. In the perspective of object innovation, the pattern of management and services objects is transferring from divided governance by CCP and governmental sectors to cooperative governance among the state, the society and the public. In the perspective of the contents and means of management and services, the pattern is transferring from safeguard stability orientation to integrated services for the floating population.In the perspective of the floating population recognition, the practice of innovation promoted the sense of efficacy, the sense of fairness, as well as the sense of responsibility of floating population significantly. And in the point view of the native residents of Wuhan city, the practice of innovation made the contribution of floating population become a consensus among native residents. Moreover, the practice of innovation improved the stigma situation of floating population.However, the practice of innovation encounters three kinds of predicaments. Firstly, there still exists social exclusion between local and floating population, and the awareness of integration is still scarce among different citizens. Secondly, there still exists some barriers for intersectional and interregional cooperation on management and services for floating population, and the proportion of public participation is very limited. Thirdly, the bottlenecks caused by intersectional and interregional separation and low professionalization level made up the technical predicament.Based on above mentioned research findings, the author suggests that the value of management and services should be updated by means of strengthening the sense of communication and integration. The pattern of the objects of management and services should be improved by means of strengthening the cooperative governance. Meanwhile, the technical situation should be improved by means of strengthening the construction of information system, talents system for floating population management and services.
