Research On Resilience Assessment Model And Optimizing Strategy Of Urban Public Safety

With the continuous advancement of China's urbanization process,urban public safety is facing new challenges.From the perspective of resilience,studying the level of urban public safety resilience is of great significance for the sustainable development of urban public safety.In this paper,the resilience assessment model and optimizing strategy of urban public safety are analyzed and studied.The main research contents are as follows:(1)Based on resilience theory,the resilience assessment index system of urban public safety is constructed from five dimensions: economic resilience,social resilience,environmental health resilience,engineering resilience and organizational resilience.Each dimension is divided into three attributes: disaster prevention and mitigation,emergency recovery and learning improvement.Thirty-two assessment indicators are selected,including the proportion of the tertiary industry,the added value of emerging industries,the medical security capacity,etc.Among them,there are 27 quantitative indicators and 5 qualitative indicators.(2)Based on the resilience assessment index system of urban public safety,the urban public security resilience assessment model is constructed.The model determines the quantitative method of the index;the method of revised G1 by standard deviation is used to determine the index weight;the evaluation model based on a novel grey clustering comprehensive is used to classify the urban public safety resilience level into extremely low,low,medium,high and extremely high resilience levels of gray classes,and determine the upper and lower limits of the five-level gray class for each indicator,and calculate the comprehensive clustering coefficient to determine the level of urban public safety toughness.(3)Based on the resilience assessment model of urban public safety,evaluate the urban public safety resilience level of shenzhen.The research results show that Shenzhen's urban public safety is at a high level of resilience.According to the analysis of index scores,Shenzhen has great advantages in economic development,scientific and technological innovation capability,urban public safety system construction and security policy environment.However,the lack of security infrastructure and public services,security supervision,security top-level design and security missions has limited urban public safety resilience level of shenzhen.(4)Based on the assessment results of urban public safety resilience of Shenzhen,a SWOT-AHP analysis model for studying the strategic direction and optimizing strategies of urban public safety resilience is constructed.The research shows that the priority for improving the resilience of shenzhen's urban public safety should be given to the strategy of reversing(WO),which is dominated by disadvantages and focuses on adjustment.This paper proposes five strategies to improve the resilience of urban public safety.They are relying on political opportunities;accelerate the construction of shenzhen city public safety resilience improvement planning and implementation system.Relying on the of scientific and technological development opportunities to improve the risk control system.Depending on the opportunities of economic development,promote the construction and management of security infrastructure.Relying on the opportunity of social governance,improve citizens' safety awareness and knowledge,and realize the pattern of social governance of urban security.And relying on the advantages of a free political environment,we should strengthen the capacity of urban security and improve the emergency management and rescue system.
