The Ministry of Public Security in 2001 promulgated "law enforcement of public security organs quality evaluation regulations",providing guidelines for public security organs to carry out law enforcement quality evaluation work.There were some amendment in " opinions on reforming and improving law enforcement quality evaluation system" in 2011 and "the Ministry of Public Security’s decision to amend part of the department’s regulations" in 2014.In 2016,the Ministry of Public Security issued the latest version of the revised "law enforcement of public security organs quality evaluation regulations",in order to meet the needs of the public security organs under the new situation to deepen the law enforcement standardization construction.However,due to the public security organ law enforcement quality assessment review provisions within the prescribed appraisal content description is general and abstract,in setting up evaluation standard should be generalization and principle,so that the actual grass-roots public security organs of the law enforcement quality assessment review work lack of operability,often can’t use it directly.So the author want to explore through research to develop a set of suitable for a public security organ at the grass-roots level law enforcement quality appraisal work plan.In the research and know the development of law enforcement and appraisal work,carefully compare various versions,regulations on the quality of the public security organ law enforcement examination review study of relevant literature on the basis of practice,the advanced experience of other units,the author combined with the actual situation of a grass-roots public security bureau,made an build a set of detailed work plan for examination and assessment.In follow the public security organ law enforcement quality assessment review provisions on the basis of the basic principles and direction,the author of the evaluation scheme has the following several aspects of breakthrough and improvement:Firstly,we set up a standardized and orderly work mechanism,improve the position of the work,expand the scope of the evaluation,take the "program" and the "entity" in the appraisal work,take into account the "quality" and "quantity" of the work,and make use of the modern information technology and information system innovating in the evaluation method,and deepen the reward and punishment mechanism and the problems in the application of the appraisal result.The work of law enforcement in a grass-roots public security organ is more in line with therequirements and original intention of the provisions of the public security organs’ law enforcement quality examination and evaluationSecondly,combining the reality of working unit formulated the detailed rules for examination and assessment,representational appraisal content,detailed assessment standards,as far as possible,covering each link of law enforcement,the enforcement activities more rules,make the evaluation work is more operational.Thirdly,the data were processed by the expert ranking method and statistical average method,and the weights of each evaluation index in the work of the police were determined.Explore mathematical model is set up,scientific and effective solution to the work of JieChuJing and legal information of bids evaluation problem,make the evaluation result can reflect the work actual situation,can achieve kimono the result again.
