Research On Problems And Countermeasures Of Siping Municipal Government In Rural Environmental Governance

China is a big agricultural country.The rural areas are the main battlefield for completing poverty alleviation and achieving a well-off society in an all-around way.The rural environment is closely related with economic development and the image as a big country,which is a rigid requirement for the survival and development of the Chinese nation.Rural environmental issues are related with the interests of hundreds of millions of peasants and the sustainable development of the economy of rural society.However,with the acceleration of rural urbanization,rural environmental problems have become increasingly apparent and the rural environment has been deteriorating.All kinds of pollution problems caused by domestic garbage,industrial pollution,pesticide and fertilizer pollution,and straw burning have brought extreme harm to the health and life quality of peasants,which also created obstacle for promoting the construction of a "beautiful village."As an important part of the national governance system,rural environment governance is also paid attention by the government which has issued a series of implementation policies and supervision measures concerning for that matter.The Central Committee of the Communist Party and the State Council issued Some Opinions on Implementing the New Concept of Development,Accelerating Agricultural Modernization and Achieving the Goal of a Well-off Society in an All-round Way in 2016,which improved the policies and regulations and technology guidance of rural environment protection and governance.It ensures that guideline of rural environment governance and achieved results obviously in promoting governance.The report of the 19 th National Congress of the Communist Party also clearly requires to speed up the reform of the ecological civilization system.Among the green mountains and rivers,a beautiful life is just in front of us.From "building a new countryside" to "rural revitalization strategy",the rural area is undergoing tremendous changes with the acceleration of urbanization and industrialization.However there are still many problems to be solved and modified during the process of rural environmental governance besides the achievements have been made.At present,the leading force of rural environmental governance in China is the local governments at all levels.Effectively carrying out rural environmental governance lies in the role of the government.Therefore,the subjective aspects of the government are the key issues that we are facing and urgently need to study and solve.This paper aims to analyze the governance model,inter-departmental linkages,government funds,performance evaluation,publicity and education activities of the Siping Municipal Government of Jilin Province in rural environmental issues so as to analyze the effectiveness of the leading role and the problems for Siping government in rural environmental governance.Based on the reality of rural construction,the thesis will reexamines the problems existing in the current local government's rural environmental governance model,seeks for optimized management approaches according to local reality and then proposes to solve the problems of simplification,flattening and weakening by improving officials' construction and strengthening supervision system.So that in this way,the rural economic and social sustainable development can be promoted in order to enhance the modernization and scientific level of local governments better in rural environmental governance.
