The Study On Responsibility Fulfillment Of The Local Government In Environmental Governance

The ecological environment that human need to survive has obvious public goods attributes.In recent years,with the serious destruction of environmental resources,the ecological environment faces an increasingly stiff challenge.The imbalance of the ecological environment not only threats the people's health,but also becomes an important factor to restrict China's economic development and affect social stability,which is urgent for our government to shoulder the responsibility of environmental governance.The local government should take the lead in environmental governance,and fulfill the responsibility of institutional supply,environmental supervision,financial support and mobilization of the public.However,there are still some problems in China's local governments to fulfill the environmental responsibility.In order to make the local government's environmental responsibility in place,and to promote the improvement of ecological environment in China,this paper works on the basis of the theory of environmental protection and governance,then takes Fuzhou River environmental governance as an example.According to the investigation and analysis of existing problems in Fuzhou River environmental governance,the factors that bring about the poor performance of the local government's responsibility for environmental governance would be found.These factors mainly include the rational "economic man" to the consideration of cost and benefit,the defects of management system and ability,Imperfect environmental policies and regulations,and lack of active participation and cooperation of multi-subject.Through studying the above constraints and learning from the successful experience at home and abroad,it is proposed to strengthen the government's environmental governance responsibility from the following aspects.Firstly,the local government's environmental governance concept should be reformed and strengthened.Secondly,the government should play a leading role in the local environmental governance.Moreover,the system foundation of environmental governance should be consolidated.Finally,it is need to promote the cooperation and co-governance of the multi-subject so that realize the harmonious development between human and society,human and nature.
