Research On Problems And Countermeasures Of Environmental Group Events In Local Government Governance

Since the beginning of the 21st century,the number of environmental group events in China has continued to increase rapidly and has entered a period of high incidence.Environmental group events also show obvious scale and confrontation.If they are not effectively governed,they will inevitably affect the balance between economic development and environmental protection,and at the same time hinder the construction of a harmonious society.There are still many problems to be solved in the environmental group events of local government governance in China.Based on the theory of governance,social combustion theory and administrative rule of law,this paper summarizes the five main elements of governance subject,governance concept,governance structure,governance system and governance method that affect the local government governance environmental group events.After that,we briefly sorted out the typical environmental mass incidents since 2004,and summarized the governance behaviors of local governments in typical cases through case studies,analyzed the current situation of local government governance,and found that local government governance is weak and the response plan is not Improvement,poor governance structure,neglect of public opinions,local government response to misconduct and other issues.Based on the subject status of local government governance environmental group events,this paper analyzes the reasons for the problems,and finds that the governance subject is single,the governance concept is backward,the governance structure is not smooth,the governance system is rigid,and the old governance method affects the local government governance effect.Therefore,based on the experience of local government governance in environmental group events in the United States,Britain,Germany,and Japan,this paper proposes suggestions for improving the environmental group events of local government governance from five aspects: governance subject,governance concept,governance structure,governance system,and governance method.And through the implementation of diversification of governance entities,implementation of green development concepts,rationalization of government governance structure,establishment of multi-subject governance groups,sound laws and regulations,the use of rational coping styles and other specific measures to further implement,improve the level of local government governance environmentalgroup events and improve governance.
