A Study On The Dilemma And Outlet Of Local Government's Environmental Governance Since The 18th National Congress Of The Communist Party Of China

Since the 18 th CPC National Congress,the state has carried out a series of new reforms to the environmental protection system,mainly in strengthening the accountability of local governments in environmental governance,such as "party and government responsibility,one post double responsibility" system;The local city and county level environmental protection system has carried on the vertical management reform,the monitoring authority receives the provincial environmental protection department,makes the environmental supervision authority more unified.Due to the environmental problems accumulated in our country for a long time,together with the environmental problems that break out in the local areas,the difficulty of environmental pollution control in our country will become more and more difficult.Since the 18 th CPC National Congress,our country has implemented the strictest environmental protection system and carried out a series of environmental protection system reforms.Our country has attached great importance to environmental governance at an unprecedented level,and the effect of environmental governance at the local level has been significantly improved.However,environmental pollution still exists,environmental pollution problems still emerge in endlessly,such as dust pollution,toxic gas emissions and other air pollution problems.With the complexity and uncertainty of environmental problems,environmental protection and pollution control are the focus areas of our government and academia.According to the principal-agent theory,local governments manage the environmental problems in their own administrative areas.Although the effect of local environmental pollution control has been improved,environmental problems still emerge one after another.The reason is not so much that the backwardness of production technology or the failure of market-oriented means leads to the increase of pollutant emissions,but also the institutional reason behind environmental governance.In the practice of environmental governance local government has some restrictive factors such as weak supervision and accountability of environmental protection mismatching of power and responsibility of environmental protection soft enforcement of environmental protection and imperfect incentive mechanism of environmental protection which lead to environmental governance in a difficult position.Citizens and social organizations,as an extra-institutional factor in environmental governance,or this variable,which can unleash enormous potential,but observations show that this potential does not really play its part.This article analyzes from two aspects,that is,based on the internal and external factors of the administrative system.The internal factors mainly analyze the administrative system of environmental protection.The government-led way of environmental governance is influenced by the enforcement of environmental protection,environmental supervision and incentive mechanism of environmental protection.The external factors are the lack of motivation of public participation and the unsatisfactory effect of participation,and the limited role of environmental protection social organizations in environmental governance.To correctly analyze the system operation and behavior mode of local government environmental governance requires a logical consistent analysis framework: on the one hand,the effect of local government environmental governance depends on the behavior logic and system operation mode of local government itself;On the other hand,it depends on the public participation outside the administrative system.According to the difficulties encountered by local governments in environmental governance,this paper puts forward corresponding solutions to improve the efficiency of environmental governance of local governments from two dimensions,namely,inside and outside the system.
