Collaborative Research Of Local Governments In Cross-Regional Environmental Governance

The environment provides the necessary resources and conditions for our survival and development,and is related to the survival and well-being of present and future generations.Since the reform and opening up,while the economy has undergone tremendous social changes,environmental issues have become more prominent.Among them,cross-domain environmental problems have become special due to publicity,externality and spatial extension.In real governance,the cross-domain and administrative divisions of the environment are uncoupled,and local governments are the main subject of governance.Driven by interests,they show their own status of fighting and being a neighbor.Even if they achieve synergy,they face a situation of low level of synergy and lack of long-term mechanisms.Cross-domain environmental problems are in trouble.Based on the above understanding,how to form a synergy between local governments to manage cross-domain environmental issues becomes the core issue of this paper.This paper examines the coordination of local governments in cross-domain environmental governance from the perspective of synergetics.The current state of the local government system is in line with the non-equilibrium state of the synergy,mainly as follows:local governments operate independently and irregularly,and local government links are weak.The reason is that the control parameters from the external environment did not reach the threshold and the order parameters were not formed during the evolution of the system.If the order of the system is re-implemented,it is necessary to ensure the openness of the local government system,ensure that the control parameters reach the threshold,make the system reach the critical fluctuation,and form the parameter to form and activate the self-organizing movement of the local government system,thus enabling the local government to achieve synergy.And a new orderly structure that enables cross-domain environmental issues to be effectively governed.This paper is mainly composed of five chapters:The first chapter is an introduction,which mainly reviews the research background,research significance,domestic and foreign literatures on"cross-domain environmental governance","local government coordination"and"collaborative learning",and discusses the cross-domain environment.The dilemma of governance,the cross-domain environmental governance path,the formal research and substantive research of local government collaboration in cross-domain environmental issues,and the related research on the theory and application of synergy,and clarify the research ideas and The second part is the introduction of the core concepts,the introduction of the theory of synergy theory,the analysis of the relevance of synergy in the local government collaboration in cross-domain environmental governance and the establishment of an analytical framework;the third part introduces At present,the status quo and dilemma of local government coordination in cross-regional environmental governance in China,and the matching interpretation of local government synergy dilemma through synergy;the fourth part is to examine the reasons for local government collaborative dilemma in cross-domain environmental governance,and to coordinate The analysis of the perspective of learning is mainly reflected as follows:First,the control parameters from the external environment have not been reached.Value,such as laws and regulations are not perfect,imperfect performance evaluation,the low level of citizen participation,so that the local government system does not meet the fluctuation can not be together.Second,the order parameters have not been formed,which is reflected in the lack of synergy concept and interest coordination,which makes the local government system unable to form a self-organization movement and can not achieve synergy;the fifth part is aimed at the dilemma and reasons of local government coordination in cross-domain environmental governance.Put forward the solution ideas in a targeted way,from consolidating the foundation of local government coordination-creating an open system,shaping the synergy of local governments-safeguarding control parameters,building the coordination of local government-the self-organization of the order parameter activation system Specific ideas.
