Research On The System Running Of Village Affairs Supervision Committee Under The Framework Of IAD To Suppress Village Corruption

In recent years,the state has stepped up the support of the rural areas,and the large amount of transfer payments and projects have increased year by year,and some of the village cadres,with the help of their dual-agency status,have been corrupt,infringing the interests of the state and the peasants,and restricting the development of the rural economy and increasing the social contradictions.Under the requirement of the modernization of the national governance,how to implement the governance measures suitable for the development of the village on the basis of the active anti-corruption and anti-corruption,completely eradicate the corrupt soil which is parasitic on the village undefined corruption,remould the credibility and the image of the government,and ensure the healthy development of the village is a problem that needs to be solved urgently.As an important means of the rural grass-roots governance,the villagers undefined self-government is the basis of self-government,the decision-making is the key to the self-government,the management is the foundation of self-government,and the supervision is the guarantee of self-government.The democratic supervision,as a closed-loop part of the villagers undefined self-government,plays an important role in the suppression of village corruption.The village affairs supervision committee is a further achievement of the development of the grass-roots democratic construction.The village affairs supervision committee serves as the grass-roots self-government organization.The core function is to supervise the work of the village affairs.The village affairs supervision committee shall be elected by the villagers,and the whole villagers shall be responsible for the whole villagers.Through the village affairs supervision committee system,the villagers undefined democratic consciousness is gradually raised,the village power is regulated,the village corruption which is harmful to the vital interests of the peasants is solved,the grass-roots democratic construction is accelerated and promoted,and the modernization of rural governance is realized,which is an important and realistic problem in the present China.By analyzing the characteristics of village corruption in three provinces of Gansu and Qingning,this paper tries to find out the inherent operating logic of village corruption.In-depth investigation and data collection were carried out in 13 villages in Gansu-Qingning area,and the operation status of village affairs supervision committee was analyzed by means of IAD analysis framework.The research finds that the system of village affairs supervision committee can actively play a democratic supervisory role in reality,restrain village corruption from the source,act on every link of village corruption,and realize the real suppression of village corruption.We will promote the harmonious and stable development of villages.The village affairs supervision committee can break the chain of corruption which "wants corruption","dare corruption","can corruption",and construct "willing supervision","dare supervision","can supervise" defense walls to restrain village corruption.The village affairs supervision committee system can activate the village democratic supervision consciousness,let the villagers actively participate in the village-level governance,and drive the villagers to actively participate in the supervision.As the carrier of democratic supervision,the village affairs supervision committee integrates the resources and information of village supervision,guarantees the cooperation among the main bodies of the village,realizes the "connection" of supervision,and provides the system guarantee for democratic supervision.Set up a "wall" of democratic supervision to curb corruption in the village.However,at present,there are still some problems,such as insufficient supervision,unobvious function,imperfect safeguard system and lack of system operation,which have become obstacles to the development of village affairs supervision committee.The development of the village affairs supervision committee in the future needs to further standardize and optimize the system,perfect the operation guarantee system,optimize the quality of the members,and strengthen the targeted training at the same time.As an effective system to protect villagers undefined supervision power,the Village Affairs Supervision Committee provides villagers with a powerful channel to express their interests and demands,and at the same time strengthens the cooperation and power balance between the two committees.Forming a kind of "power triangle" which restricts each other can not only play a huge role in curbing village corruption,but also be the inevitable requirement of realizing the modernization of village governance.It is of great significance to the realization of healthy and benign development of villages.
