| In the era of 21 st century,emergencies,especially man-made ones,happens frequently.Emergencies’ characteristics become increasingly evident,such as being hard to predict or control,spreading rapidly and harming seriously.Along with the improvement of living standard,people will have more opportunities to participate in public activities which becomes a hidden danger including social emergencies.It is all levels of government’s fundamental responsibility to fulfil the obligation,prevent the risk,cope with hidden dangers in public activities rapidly and effectively,and conduct sufficient disposal toward emergencies to eliminate any possible harm that may be incurred.One common feature is of the high density and large flow of population.Social public security incidents will not only pose a threat to people’s security,but also jeopardize the government’s image as well as have a negative impact on the social development.Therefore,how to ensure the security management in large-scale public activities and dispose emergencies effectively become an issue that must be addressed by local government while modernizing urban development in China.In light of the status quo,this research selects“12.31”stampede in Shanghai as a typical case to analyze the problems and reasons when Huangpu District Government copes with the incident,in order to provide available experience for the disposal of other governments.This paper is divided into six chapters.Chapter one introduces the background,topic’s significance,relevant theories,research idea and methodology.Theories applied include new public service theory,public crisis management theory,emergency management theory and synergy theory.Chapter two introduces existing problems and challenges in the disposal of large-scale public activities,then demonstrates its typicality.Chapter three is the description of the“12.31”stampede including basic situation of each stage,measures taken by the government and negative impacts brought by the stampede.Chapter four first analyzes the importance of quick response,then explains reason of the mismanagement.Chapter five analyzes the execution,emphasizes that execution is the key element in the incidents’ disposal and explains reason of the misadministration in the implementation process.Chapter six makes a conclusion about the enlightenment of the“12.31”stampede in Shanghai,such as establishing risk assessment mechanism,building security management system of public activities,strengthening the disposal of government and improving the aftermath management mechanism. |
