Local Government's Fuzzy Policy Implementation Research

In the historical process of contemporary Chinese social transformation,the diversification and differentiation of interest subjects are obvious.In addition,China's territorial territory is vast and the local governance is universal.This makes the central government have to use guiding and macroscopic policies when formulating policies.Policy expressions,so as to introduce some vague policies with vague wording,semantic abstraction,unclear definition and unclear quantitative indicators,in order to respond to differentiated public demand preferences and achieve effective governance of the country.The degree of achievement of policy makers' value appeals and policy objectives depends on the quality of the specific implementation of the policies.In the "trust-agent" relationship between the central government and the local government under the bureaucratic system in China,the central government issues policies and tasks to local governments,and the latter specifically implements them.The implementation of fuzziness policy is also an important task of local governments.However,due to the unclear and unclear characteristics of vague policies,local governments face enormous challenges in their implementation.Therefore,it is of great significance for local governments to implement ambiguous policies as an entry point for policy implementation and local government behavior research.Based on the literature research method and the case study method,and based on the bureaucratic theory and the fuzzy conflict model theory,this paper constructs the "solution-substitution-negotiation" analysis framework.On this basis,the implementation of the W market network market supervision policy research.Field observations and interviews found that the implementation of the online market supervision policy by W City has the following characteristics: From the perspective of policy solution,local governments will first identify and interpret the ambiguity policy,and then learn from past policy implementation experience through policy learning.The policy implementation model of the department,and finally establish a formal working system to implement the policy specifically;from the perspective of policy substitution,the ambiguity of the policy gives the local government a huge space for policy implementation,so the local government will adopt symbolic execution and selective execution.And the implementation of policies such as flexible implementation to implement the policy;from the "negotiation" game,local governments will adopt formal negotiations,informal negotiations and "quasi-exit" options to play games with higher authorities to select benefits.Maximize the path of policy execution.The behavioral characteristics of the above-mentioned local governments' implementation of ambiguous policies have their deep organizational reasons and institutional background.At the organizational level,bureaucratic organizations advocate the organizational characteristics of "objective specificization" and "clear rules" and the vagueness of contemporary Chinese government policies.The contradiction between the inevitable existence of the nature,so that the local government must identify and re-deconstruct the vagueness policy,so that the local government can organize the most effective implementation of the policy;at the institutional level,the government task layer under the pressure system The strong incentive structure of contracting,layer-down and local government performance competition enables local governments to maximize the use of various skill packages to accomplish organizational tasks and create political achievements even in the face of ambiguous policy implementation challenges.By studying the logic of local government's implementation of ambiguous policy behavior,it helps people understand the mechanism behind the characteristics of government behavior,and also helps policy makers to take measures to reduce the action logic of policy implementers.Policy objectives replace risk.
