The aging of the population is a major trend of population change and development in the world.As the country with the largest number of elderly people and the fastest aging population in the world,the issue of old-age care has become a major issue of concern to our society and to the overall situation of national development in China.This-will make the problem of long-term care of the elderly,especially the problem of long-term care of the disabled elderly is more and more serious.Since the 1970s,China’s one-child policy has been widely implemented in cities and towns,and the family structure of urban households has become smaller and more core;the loss of young labor in the town has led to a significant increase in the number of empty nests and elderly people living alone.The decline in family supporters and the ability to bear long-term care for the elderly have gradually declined.The weakening of the family care function puts forward new demands for the study of long-term care for urban disabled elderly.Under the guidance of Xi Jinping’s new era of socialism with Chinese characteristics,this thesis uses the theory of demand hierarchy and the theory of welf-are pluralism,and adopts the method of combining literature research and investigation and research.On the basis of reviewing relevant research results on long-term care for disabled elderly at home arnd abroad,combining the statistical survey data on the status of long-term care for the disabled elderly in urban areas around Xi’an,analyzed the basic needs of urban disabled elderly for long-term care services,studying the current status of long-term care for urban disabled elderly people,found some problems in the long-term care of urban disabled elderly people,discussed and summarized the practical reasons and root causes of many problems,Several policy recommendations for improving long-term care for urban disabled elderly people are proposed.The main contents of this article are as follows:The first,a comprehensive review of the long-term care needs,services,models and problems encountered during the development of the elderly and disabled elderly at home and abroad,and the commonalities of the problems.This paper reviews Xi Jinping’s new era of socialism with Chinese characteristics,as well as the theory of demand hierarchy and the theory of welfare pluralism,which lays a good realistic and theoretical foundation for this study.The second,using the method of investigation and analysis,a random sample survey was conducted on the long-term care service provision for urban disabled elderly in the surrounding counties and districts of Xi’an and Yangling and its surrounding towns and villages in the form of questionnaires.On the basis of obtaining detailed statistical data,through the descriptive data analysis method,the demand hierarchy theory is used to analyze the long-term care needs,services and current status of the disabled elderly in urban long-term care.The third,according to the specific statistical data combined with the literature analysis method,it analyzes and summarizes the four basic problems in the long-term care services for urban disabled elderly in terms of policy science,financial sustainability,institutional development and supply adequacy.And explore and summarize the causes and root causes of these problems.The fourth,on the basis of analyzing the long-term care of urban disabled disabled people,using Xi Jinping’s new era of socialism with Chinese characteristics and the theory of welfare pluralism to explore the basic path to solve the problems of long-term care for urban disabled elderly.Some constructive suggestions have been given for improving the long-term care services for urban disabled elderly.
