Study On The Policies (Systems) And Implementation Effects Of The Large-scale Production Movement In The Shaanxi-Gansu-Ningxia Border Region

The development of the large-scale production movement has effectively solved the economic and financial crisis and the survival crisis faced effectively mobilizing all sectors of society to participate in the large-scale production movement,raising the public's political participation awareness and enthusiasm,not only have good policy implementation effects in the large-scale production movement,but also provide a good reference for the government to formulate effective policies and how to implement them effectively under the current system.This article takes the study of the policy of large-scale production movement(institution)as the starting point.The full text is divided into five sections.In the first section,the main body consists of the second to fifth sections.The first section is a background introduction to the formulation of the major production movement policy(institution).The policy of mass production movement(institution)was derived from a special period during the War of Resistance Against Japanese Aggression.In the face of issues such as survival consciousness and political mobilization,the Central Committee of the Communist Party of China and the Shaanxi-Gansu-Ningxia Border Region Government proposed a policy of mass production movement.The second section is the study of the formation process of the large-scale production movement policy(institution),which studies the formulation of agricultural,industrial,commercial trade,financial finance and social mobilization policies(institutions)and the main contents of their performance.Agriculture is mainly to reduce rents and interest rates,increase wasteland,promote cotton planting,adjust labor and improve agricultural technology.The industry is mainly in the handicraft industry,the private sector and the public sector.Commercial trade is mainly trade and public,cooperative and private business.The financial and financial aspects mainly explain the development of border currency and border area banks.There are also social mobilization policies(institutions),which are incentive policies for learning to increase production enthusiasm and learning from working heroes.On the basis of the second section,the third section introduces the specific implementation of various policies(systems)of the large-scale production movement,and presents them in the form of a chart.The fourth section evaluates the political value and implementation of the policy(system)of the large-scale production movement through the expression of the specific policies(institutions)of the third section of the large-scale production movement policy.Drawing on the theory of performance evaluation,it is considered that the policy of large-scale production movement(institution)is an effective process of political mobilization.It provides a reference for the effective implementation of contemporary government and has achieved good results.At the same time,the relationship between the Central Committee of the Communist Party of China and the Shaanxi-Gansu-Ningxia Border Region It is also a model of party and government relations.
