| For a long time,the phenomenon of excessive learning pressure of primary school students has not been effectively alleviated.On July 24,2021,the General Office of the CPC Central Committee and The General Office of the State Council issued the "dual-burden reduction" policy,which aims to further reduce the homework burden and off-campus training burden of students in compulsory education,in order to improve the learning environment and promote the all-round development of students.This study takes the implementation effect of the "dual-burden reduction" policy in three representative county primary schools in Jingning County of Gansu Province as the research object,conducts policy evaluation and research,analyzes the influencing factors of the implementation of the "dual-burden reduction" policy,and puts forward the path of policy implementation optimization suitable for county areas.This study not only conforms to the urgent theoretical need to solve the dilemma of "dual-burden reduction",but also helps to clarify the problems in the implementation of "dual-burden reduction" policy in Jingning County in the previous stage,and provides reference for the implementation of the subsequent "dual-burden reduction" policy and the real realization of policy objectives.The implementation of "dual-burden reduction" policy is a typical "top-down" mode,and the implementation of the policy involves many stakeholders.Moreover,the problem characteristics of "dual-burden reduction" policy,the combined action of internal and external factors of the policy may lead to regional differences in the implementation effect of the policy.Therefore,this study builds a research framework based on "the comprehensive policy implementation model of Sabatier and Mazmanian"(referred to as "Sam-Ma Comprehensive model"),according to the content of the "dual-burden reduction" policy,extract and summarize the policy objectives,comprehensively apply the "goal achievement mode" and "stakeholder mode" in the policy evaluation,analyze the logical structure of the evaluation effect of the "dual-burden reduction" policy implementation,adopt the questionnaire survey method and interview method,and carry out the evaluation research from the two aspects of "the achievement of the policy objectives" and "the satisfaction of stakeholders".The questionnaire is divided into student questionnaire and parent questionnaire.The interview outline is designed for all stakeholders of the "dual-burden reduction" policy,such as leaders of educational administrative departments,primary school teachers,principals and staff of off-campus training institutions.After testing the validity and reliability of the questionnaire,SPSSAU20.0 software was used to make A statistical analysis of the questionnaire data,and the implementation effect of the "dual-burden reduction" policy in A,B and C schools in Jingning County was compared from two dimensions: before and after "dual-burden reduction" and "urban and rural primary schools",and the information obtained from interviews was used as a supplement.More comprehensive evaluation of Jingning County primary school "dual-burden reduction" policy implementation effect.It is found that after the "dual-burden reduction",the students’ learning burden in and out of school in A,B and C primary schools has been partially reduced,and the implementation effect of the "dual-burden reduction" policy in urban primary schools is better than that in rural primary schools,but there is still a large gap with the "dual-burden reduction" policy goal in general.In terms of the satisfaction of stakeholders,school principals and leaders of education departments as well as primary school students themselves have a high satisfaction with the implementation effect of the "dual-burden reduction" policy,except for the low satisfaction of teachers.In order to clarify the factors affecting the implementation effect of the "dual-burden reduction" policy and better promote the implementation of the "dual-burden reduction" policy in Jingning County,this study starts from the three dimensions of the "Sap-Ma comprehensive model" and further finds that the problems existing in the implementation effect of the "dual-burden reduction" policy in Jingning County primary schools include: First,in terms of the characteristics of the policy,the population base and behavior adjustment of the target groups of the policy are large;Second,the factors of the policy itself,the lack of clarity of policy,policy resources are not sufficient;Third,in terms of non-policy factors,the target groups have a low degree of compliance and acceptance,the policy implementors do not fully understand the policy,the methods and means of policy implementation are single,and the policy supervision is lacking.In addition,there are many blocking factors that are difficult to change in the policy environment.Finally,the paper puts forward relevant countermeasures and suggestions for the above problems in the implementation of "dual-burden reduction" policy in county primary schools.First,the optimization path of "dual-burden reduction" policy features includes strengthening the propaganda and interpretation of the policy,reducing the adjustment range of the target group;Secondly,the factors of the "dual-burden reduction" policy can be optimized through the following ways: on the one hand,the "dual-burden reduction" policy can be made more scientific;on the other hand,the policy resources such as hardware resources,high-quality teachers and funds can be guaranteed.Third,the optimization path of the factors outside the "dual-burden reduction" policy,including optimizing the behavior of policy implementors,improving the environment for policy implementation,and perfecting the policy supervision mechanism. |
