A Study On The Evaluation Of The Implementation Effect Of The Policy Of Party Members And Cadres Directly Contacting And Serving The Masses In L County

On March 10 of the same year,L County in Guangdong Province issued the Implementation Rules for the Work of Directly Contacting and Serving the Masses by Party Members and Cadres in L County,which carried out large-scale activities of directly contacting and serving the masses by Party members and cadres under the guidance of the system.After more than two years of practice and exploration,Party members and cadres in L County have achieved the goal of basic contact and service needs of the people in L County through the policy of directly contacting and serving the masses,as well as the improvement of the level and ability of Party members and cadres to contact and serve the people in L County.As of now,the L County government and academic community have not yet established an evaluation system for the implementation of the policy to evaluate its effectiveness.Therefore,it is necessary to conduct evaluation and research on the implementation effectiveness,including the problems encountered during the implementation process and the implementation effectiveness.This paper selects the effect of the policy implementation of direct contact between Party members and cadres and serving the masses in L County as the object of study.When building a specific evaluation index system for the effect of policy implementation,it mainly combines the Delphi method method and AHP method.On the basis of the calculation of the index weight,it formulates detailed rules for evaluating the effect of the policy,and scores and analyzes the results of the implementation effect of the policy of direct contact between Party members and cadres and serving the masses in L County.After the above research,two major achievements were obtained: firstly,an evaluation index system for the implementation effect of the policy of directly contacting and serving the masses by Party members and cadres in L County was constructed.Based on the research achievements of other scholars,three levels of evaluation indicators were comprehensively selected,combining qualitative and quantitative methods to achieve scientific evaluation of policy implementation effectiveness.Secondly,formulate detailed scoring rules for the implementation effect of the policy of directly contacting and serving the masses for Party members and cadres in L County.According to the weight ratio of the indicators,the maximum score is calculated to be 100 points.The scoring values of each assessment indicator are carefully listed,and the scoring standards for the indicators are elaborated.It closely revolves around the key points of policy assessment and my own practical experience,and at the same time,the classification standards for each score level and corresponding rectification requirements are specified.After the study,the following results were obtained: firstly,the policy implementation effectiveness score of L County was 86.21 points,and the rank was rated as good.It has four problems,namely the lack of rationality of policies,insufficient fulfillment of responsibilities by policy implementers,poor quality of policy implementation,and low effective participation of the public.Secondly,the policy objectives formulated are not realistic,the lack of democracy in implementation,the lack of execution force among policy implementers,the uneven quality level of policy implementers,low public recognition and participation in policies,the influence of social work habits among acquaintances,and the epidemic have led to the above-mentioned problems in L County.For the issues identified in the research,targeted policy optimization suggestions can be proposed starting from optimizing and improving the design of policy systems,increasing the execution efforts of executing agencies and personnel,enhancing the effectiveness of directly contacting and serving the public policies,and strengthening policy promotion.The author’s research helps to promote the improvement of the implementation effect of the policy of connecting and serving the masses in L County,improve the construction of the working system of connecting and serving the masses,promote the effectiveness of the physical platform of connecting and serving the masses in L County,and demonstrate its theoretical and practical significance.
