Study On The Optimization Of "432" Drug Detoxification Mode Of Compulsory Isolation In Jiangsu Province

With the continuous advancement of legal work in China,China has imposed sanctions on drug manufacturing,trafficking and abuse from the legal level,management mechanism,enforcement and other aspects,and achieved corresponding results.However,in the context of globalization,the global drug problem is still in a period of intensified proliferation.At present and in the future,China's drug problem is also facing and will be faced with severe situations such as infiltration and abuse at home and abroad for a long time.All provinces in the country have made a series of explorations on compulsory isolation and detoxification.Based on the theory of social management innovation and the theory of new public service,this paper studies the theory,characteristics,existing problems,causes and Countermeasures of the compulsory isolation "432" drug treatment model in Jiangsu Province by using the methods of literature research,questionnaire survey,structural equation and case analysis.Deeply interpret the concepts and theories related to drug detoxification,recognize that drug detoxification process,mode and rehabilitation methods complement each other,and find problems in the process of drug detoxification.Based on Jiangsu compulsory isolation "432" detoxification model as the main line,this paper states the emergence,guiding ideology and basic structure of Jiangsu compulsory isolation "432" detoxification model,and finds that there are four main problems in Jiangsu compulsory isolation "432" detoxification model.Firstly,the implementation of the model is not in place.The flow of information between the doors is not smooth,the formalism of drug rehabilitation propaganda and education is prominent,the content is obsolete,the target of propaganda and content is not strong;secondly,the daily management education is insufficient,the professionalism of teachers is not strong,the education hardware environment is not ideal,and the content of education is not targeted;thirdly,the supervision and assessment is confused,and regular inspection is conducted to ensure that the quality of education is improved.Fourthly,the follow-up care cohesion is insufficient,and drug addicts always have the problem of "giving up without giving up,returning to relapse".There are four reasons: firstly,formalization of synergy,formalization of propaganda activities,lack of synergy among departments;secondly,rigid management system,lack of systematicness and pertinence of educational correction content,low level of professionalization of teaching staff;thirdly,lack of supervision and management,lack of fairness of supervision,and sudden elasticity and randomness of drug rehabilitation work.Fourthly,social prejudice has not implemented the work of helping with education and care,and drug addicts are difficult to re-socialize,lack of professional skills and emotional deficiencies.Combining with the basic theory of drug rehabilitation model,the situation of drug rehabilitation centers and the division of work of relevant social departments,this paper puts forward some practical suggestions on the problems and shortcomings of drug rehabilitation model.For the deficiencies of the system,we should improve the system of drug treatment model,including establishing the coordination mechanism of various departments,increasing publicity and education,etc.For the problems of management education,we should reform and innovate and increase investment in education.At the level of supervision,we should strengthen the assessment and establish a new model.Finally,it is to help drug addicts re-socialize in an all-round and multi-dimensional way to improve Jiangsu Province's compulsory isolation "432" drug treatment mode,and then hope to promote the smooth development of drug treatment work.
