Research On Problems And Countermeasures Of Chongqing Community Drug Detoxification

In 2008,the Drug Law compulsory isolated detoxification and community drug detoxification.It clearly put forward a new model of "community drug detoxification",affirmed the important position of community detoxification in China’s drug detoxification.All provinces should strive to create a social atmosphere of caring,respecting and helping drug addicts.To encourage and support the active participation of the social,embody the superiority of community detoxification.Based on the theory of social support and governance,The work analyses the concept,advantages of community drug rehabilitation,the relationship with other drug detoxification models,systematically,and clarifies the necessity of community drug detoxification in Chongqing.Then,the B street in Chongqing is selected as the research sample to investigate the basic situation of drug addicts and the workers of community drug rehabilitation.Through the analysis of the current situation,we find that the main problems in the specific work of community drug detoxification have 4 aspects: first,the social is not accept community drug detoxification;second,there is the management vacancy of community detoxification addicts;third,the professional and scientific degree of community drug detoxification service is low;fourth,the specific detoxification service can’t meet the diverse needs of community detoxification addicts.The main causes of the problems are that there is no correct understanding of community drug detoxification,the related systems of community drug detoxification needs to be improved urgently,the resources needed are scarce,the social security system and the social support system for drug addicts have not been established.Finally,combined with the problems,reasons and the experience of community detoxification in Yunnan "Jinbi Model","Self-improvement Service Society" in Suzhou and Wuma Street in Wenzhou,this paper suggests that the greatest advantages of community drug detoxification should be achieved as follows: first,Through propaganda,all sectors of society should face up to drug addicts and community drug detoxification work;second,to improve the related systems community drug detoxification;third,building a systematic community detoxification system and Personnel social security system;Fourth,vigorously developing community drug detoxification organizations;Fifth,ensuring the collection and use of community drug detoxification funds;Sixth,establishing a coordinated interaction between community drug treatment participants.
