Study On The Community Detoxification Management

Community detoxification is a kind of detoxification measure for people who are identified as drug addicts.For the country and society,it can reduce the crime rate of drug-related categories,maintain the normal order of economic and social security,and enhance the sense of security of the masses;for individual drug addicts,it is helpful for them to get rid of drug addiction effectively with the help of professionals,return to normal family and social life,and eliminate the physical and mental harm of drug abuse.Community detoxification is a new measure in the anti drug law of the people’s Republic of China issued in 2008.As a new model,community detoxification has been explored and established by various local governments after more than ten years of development.The Anti-Drug Law stipulates that the main body of responsibility for community detoxification management is borne by the sub-district office,but in practice,all regions have set up the local “Narcotic Commission Office” in the district public security anti-drug brigade.As a result,this anti-drug brigade actually undertakes two tasks from the “Narcotics Commission office” and the district public security anti-drug department.Because the two roles have different responsibilities and positions in community detoxification work,it is virtually a huge challenge for the district public security anti-drug brigade to implement this work.This study takes the S District of Shenyang as an example to explore the management practices of the public security anti-drug brigade as the “Narcotics Commission office” and the district public security anti-drug department in the community detoxification work.Starting from the responsibilities and existing problems of the public security anti-drug brigade in the process of community detoxification management,guided by governance theory and new public service theory,this thesis summarizes and analyzes the current situation of community detoxification management in the S District in the past five years drawing on the advanced research results at home and abroad.Combining the content of the interviews,it is found that there are some problems restricting community drug treatment management,such as strict management methods,unbalanced management rights and responsibilities at the institutional level,weak management team,and information barriers between departments,in the community drug rehabilitation work in S District at this stage.On the basis of learning from the practical experience of drug treatment in communities abroad and in other domestic cities,the public security anti-drug brigade of District S can enhance the service concept and establish a local community drug treatment management system that matches rights and responsibilities in the community drug treatment management work during the emergence stage.Improvements in the level of management team building and the establishment of an online information sharing platform will gradually enhance the effectiveness of community drug rehabilitation management.
