Discussion On Current Situation And Countermeasure Of Community Drug Detoxification

The Law of the People's Republic of China on Narcotics Control,formally implemented in 2008,has been clear about the government and related departments anti-drug function,clear people should shall bear the obligation,and has confirmed the compulsory isolation detoxification,community detoxification,community rehabilitation a trinity mode of drug control,in which the community drug detoxification(rehabilitation)could be the entry and exit.Theoretically,government-led community drug detoxification work can fully integrated the all the people,goods,content,and information resources,especially can focus on administrative resources do great things,and practical things,and the implementation of community drug detoxification(rehabilitation)system as drug detoxification's beginning and end of the process should have unique advantages.But in fact,apparent contrast between the government's ability to control superiority and community low autonomy level,makes the community drug rehabilitation struggling.Due to the management network,especially the community medical rehabilitation network and system to be established,and a complete set of synchronous laws and regulations to the community drug detoxification(rehabilitation),including the detailed rules for the implementation needs to be refined,and community drug detoxification(rehabilitation)responsibilities need to be clear,the community drug detoxification(rehabilitation)mechanisms mostly remain stagnation in the policy advocacy or on-off state in broad masses of urban and rural areas in China.Base of this,as a grass-roots public security police,I taken the community rehabilitation management of T street Y county in Chongqing as the sample,investigated the implementation of the current community drug laws and regulations,summarized the grass-roots community rehabilitation pattern operating rules and features in Chongqing,analyzed the difficulties and defect of community rehabilitation,to try to have an insight into the realization of the basic scheme of the long-term mechanism of community drug detoxification(rehabilitation).This thesis is divided into six parts,about 25000 words.In the first part,we review the drug rehabilitation work focus shift of Chinese mainland in recent years,then from the angle of the system human nature,the professional treatment,and specialization of social security comprehensive treatment effects to discuss the position of the community drug rehabilitation throughout the rehabilitation system,and its important significance.Here we introduced two main kinds of community rehabilitation mode(government dominant mode and the government purchase service mode)in our country,suggests that this writing intention.The second part is the sample description and sample introduction.Brief introduction the geographical location,economic development,urban and rural population proportion of Y County in Chongqing,and the position of the T streets in the county,discuss the special form crowd behavior guide and life background.By the public security system,drug control in Y County was introduced here,including the number of drug addicts,sex,occupation,marital status,and community rehabilitation personnel's age,sex,occupation,marital status,types of drug use,place of statistics in T street,we made a comparison between these data at the same time,and took the comparative analysis.Tracking T street community drug rehabilitation activities in recent years,here we illustrate the basic condition of the lack of community rehabilitation,at the same time,to explain the difficulties and the reason of the current grass-roots staff in supervision report,drug testing,and daily drug control.In the third part,the regulatory degree of the complete set of laws and regulations of community rehabilitation are analyzed.One is by reading the relevant provisions subject,object,time limit,the rights and obligations and legal consequences of the Anti-drug Law Regulations and the Drug Law of community rehabilitation,to point out the limitation of community rehabilitation legal terms in practice and to further explain the perfect place.Secondly,through the analysis of community rehabilitation related local document to the implement of the laws and regulations,according to the present community rehabilitation funds support,organizational support,objectively assess the follow up adjustment of the administrative rules and regulations.The third is through the case tracking and the analysis of current local government social security laws and regulations to special people to carry out the situation,in view of the low degree of community rehabilitation social security coverage phenomenon,to analyze its deep reasons.In the fourth part,we analyzed the formulating and implement the actual level of drug policy by the local government,and put forward some ideas of reasonable adjustment of drug policy.One is for the disadvantages of the entire system of which relied more on compulsory isolation detoxification,to point out the necessity of community rehabilitation.Second is for the relevant departments in the practice of community rehabilitation activities,too much emphasis on illegal correction,we proposed to form a trinity mode system of addicts physical rehabilitation and psychological rehabilitation and return to society the working,not falling into a way of thinking for treatment of myth.Third,from the objective analysis from our examples,our government have encountered the following challenges: the lack of community infrastructure and the construction of grass-roots organizations,and poor mechanism of community rehabilitation assessment and evaluation,resulting hardly promoting of community drug rehabilitation.In the fifth part,we puts forward the work trend to strengthen community rehabilitation of social security from the perspective of consolidated community rehabilitation result.Degree of self-control and the family care of drug addicts is pointed to be the two-fulcrum of community rehabilitation effect from specific case.Finally is a return to the original intention of saving lives.Specific to the drug addicts individual differences due to illness rescue,formulate operable community drug rehabilitation program need to be launched to help the drug addicts regain their physical rehabilitation and psychological rehabilitation and return to society.The sixth part is the summary and conclusion of the full research.With the situation of drug development,the importance of community drug rehabilitation system in our country is increasing increasingly.To solve the current imperfect and practical difficulties in community drug rehabilitation system in our country,a Government-dominated community drug rehabilitation system that more suitable for our national conditions is needed to be explore,with a starting point of treating patients with drug addiction,the trinity mode of physical rehabilitation,psychological rehabilitation and finally return to society is needed.Moreover,the integrating resources,the improvement of laws and regulations,and the implementation of the policy support,the perfecting examination evaluation mechanism and other measures should also be considered to explore a suitable community drug rehabilitation system of China.
