Research On The Construction Of Warning System For Protecting Overseas Chinese Citizens

With the increase of the number of people going abroad,the safety and protection of overseas Chinese citizens is becoming increasingly serious.When dealing with the safety and protection of overseas Chinese citizens,relevant actors should not only do well in the relief work after the event,but also pay attention to the early warning.At present,the early warning work of relevant actors needs to be further improved.In this case,China needs to strengthen the construction of warning system and build a government-led and multi-participation warning system.The warning system should include two parts: information system and support system.The information system includes four parts: the information collection system,the information processing system,the information release system and the information response system.The support system includes the organizing networks and relevant laws and regulations.In the process of building the warning system,relevant actors may face such problems as heavy workload in information monitoring,difficulty in information sharing,complexity in information evaluation,limited coverage of information network and insufficient coping capacity of enterprises.These challenges will affect the normal operation of the warning system,and then lead to problems such as incomplete collection of information,inaccurate evaluation of information,low delivery rate of information.In order to ensure the normal operation of the warning system,the Chinese government is necessary to take corresponding measures to promote the construction of the warning system.In order to obtain comprehensive risk information,the Chinese government may consider supporting the development of private security company and purchasing information from them.In order to realize the information sharing between the government and non-governmental organizations,the Chinese government urgently needs to build an information integration mechanism,improve relevant systems and build information integration platforms.In order to improve the accuracy of the assessment results,relevant actors should improve the risk assessment standards,and rely on professional risk assessment team to carry out risk assessment.In order to make up for the deficiency of information network,relevant actors should not only release information according to the citizens' habits,but also improve the initiative of overseas citizens to obtain information.To improve the enterprises' ability to deal with the crisis,the Chinese government should strengthen supervision and services.In addition,the Chinese government can guarantee the construction of the support system by widening the market supply channels of resources and orderly promoting the construction of laws and regulations.
