Research On The Construction Of Contemporary Chinese Consultative Governance Discourse System

With the wide spread of governance theory worldwide,Chinese governance practice has also been developing constantly,and a unique consultative governance model has been created on the basis of deliberative democracy theory.As a democratic governance path,consultative governance adapts to the needs of governance innovation in China,and provides theoretical support for Chinese governance practice,and that is a new achievement in the development of Chinese governance theory.However,no matter in academic research or in practice,China still relies heavily on western governance discourse,and governance failure is inevitable.Therefore,it is necessary to construct the discourse system of consultative governance in contemporary China and realize the localization of governance.Chinese deliberative governance discourse system has its profound connotation,including the basic elements such as problem orientation,discourse subject and expression mode,and integrates a series of keywords such as historical materialism,governance,party leadership,deliberative democracy,co-construction,sharing and national governance modernization.It is a generative theory based on deliberative democracy,a value theory with public interests as its purpose,a safeguard theory with Germany and law as its means,and an implementation theory with equal dialogue as its core,forming the basic theoretical framework of Chinese deliberative governance discourse system.To build Chinese deliberative governance discourse system,it is necessary to follow certain construction principles and then take corresponding construction path.That is to say,at the macro level,the construction of discourse system must adhere to the basic principles of combining theory and practice,unifying history and reality,localization and internationalization.At the micro level,the construction of the discourse system of contemporary Chinese consultative governance should first lay a solid theoretical foundation,take the Marxist concept of state as the premise,inherit excellent traditional culture,and rationally absorb the essence of western governance theory.Secondly,we should deepen the practice of governance and explore new forms of discourse governance through consultation.Thirdly,we should strengthen the discourse innovation from the content and method level.Finally,it is necessary to improve the ability of discourse transmission,realize the benign interaction between discourse and promote discourse transmission.
