Deliberative Democracy is the theory of the late 20th century Western academic political rise of a democratic paradigm, liberalism and critical theory constitutes a theoretical basis for Deliberative Democracy, participation, equality, rational, open standards are the basic values, consultation is a major behavior.According to the scale and form of consultation, Deliberative Democracy have two schools of thought: micro-Deliberative Democracy and macro-Deliberative Democracy. In this paper, we can draw this from analyzing the theory and practice about Deliberative Democracy ,and studying of micro-public sector case:Deliberative Democracy governance model focused on specific areas of public affairs; participants in the consultations and public affairs is linked to all stakeholders; consultations on dialogue and persuasion as the main means of consultations aimed at the achievement of public interest, national consultations in the democratic process in the corporation is different from the role of the facilitator to promote different from the network management role, but a suitable guide.From the perspective of analysis, Deliberative Democracy model of democratic governance must include three structural system: decision-making system, the implementation of the system and supervision system.Consultation is the core concept of Deliberative Democracy, consensus is the main mode of democratic governance behavior. Effective consultation process must follow several basic requirements: the wishes of concerted action to determine the appropriate participants, clear rules of the consultations, the rational use of the principle of majority. Consultation process must also be careful to avoid several problems: First, participants vague stance, and the second is the participants in the consultations are several factors which affect the essence of inequality lead, and the third is the impact of external forces on the consultations open, and just a constraint.
