The innovation and diffusion of social credit system among Prefecture-level city governments is a dynamic development process.In the 18 years since the first adoption of the social credit system in Shantou,Guangdong Province in 2001,The social credit system has been adopted continuously in 264 cities throughout the country,and there will still be municipal governments at the prefectural level to continue to adopt the social credit system.But what are the temporal and spatial characteristics of the diffusion of Perfectural-level city government innovation on such a large scale?What are the specific factors ?Why these innovation influenced by these factors?From the perspective of innovation diffusion theory,this paper takes the mechanism of social credit system adopted by prefectural administrative units as the object of study,and adopts the method of event history analysis.Firstly,this paper analyzes the overall situation of innovation and diffusion of social credit system among prefectural cities throughout the country.It is found that the rate of adopting the innovation diffusion in the prefecture-level cities of our country has reached89.8%,which has basically completed the national diffusion.Secondly,in the dimension of time,there are three stages: slow acceptance period of innovation,rapid acceptance period and saturation acceptance period of mid-term,showing a "S"-shaped curve as a whole,which has entered the saturation period of innovation adoption at present;In the spatial dimension,there is regional agglomeration.Finally,through searching the panel data of 264 sample prefecture-level cities,based on the event history(Event History Analysis)analysis model,using the Stata14.0 statistical analysis software to carry on the empirical analysis test to the proposed seven variables.The results show that the higher-level pressure variable is the main factor that affects the innovation and diffusion of social credit system adopted by prefectural governments,and it is also the key to the innovation and diffusion of social credit system.The administrative pressure of the central government has a strong effect onpromoting the local government to adopt the innovation;The intergovernmental effect variables were tested to be significant,and the prefectural governments in the same province were more susceptible to the influence of the adoption of the innovation by another prefectural city,resulting in a competitive relationship.The variable of fiscal scale has significant effect on the adoption of social credit system in prefectural cities,and the larger the financial scale,the more inclined the municipal governments to adopt social credit system.However,the variables of economic development level,population scale,regional position and administrative level are not significant for the adoption of social credit system in prefecture-level cities,which is contrary to expectations.Through the research,the empirical results are discussed deeply,the corresponding enlightenment of innovation diffusion of social credit system is obtained,and some suggestions are put forward.Firstly,strengthen the administrative pressure of the central government to realize vertical innovation diffusion from top to bottom;Secondly,increase the input of financial resources to optimize the diffusion of innovation;Thirdly,establish and improve the innovation diffusion communication platform between prefecture-level city governments.
