| With the rapid development of new generation information technologies such as cloud computing and big data,with the continuous improvement of the innovative concept of “Internet + government services”,breaking up data barriers,integrating data resources,and opening and sharing government data have become urgent need in government management and society development.Through the review of related literatures,this paper analyzes and summarizes the theoretical research status of open and shared government data at home and abroad.through personal work,it summarizes the practice of Gui Zhou Province in the open sharing of government data;through interviews with relevant leaders of the Shaanxi Provincial E-Government Office,it comprehensively analyzes and summarizes the problems in the process of opening and sharing government data,such as unclear organizational management,imperfect policies and regulations,disordered data resource management,and data platform carrier is not universal and so on.Taking these issues as breakpoint,based on the theory of public goods and the concept of flat management,using the related technologies of big data and cloud computing,this paper designs a “three-tier structure” organizational structure.Based on current policies and regulations and industry standards,it establishes relevant policies and regulations.Based on the open sharing process and functional requirements of government data,it designs a unified government data open sharing platform construction model.Based on the government guidance,market-oriented concept,it provides suggestions in the government data sharing and utilization.Through the construction of four mechanisms: organizational structure,policies and regulations,platform construction,and sharing and utilization,this paper clarifies that “who will manage,how to manage,how to do it,how to use it” in the opening and sharing of government data affairs in Shaanxi Province,and provides measures and recommendations to promote the opening and sharing of government data in Shaanxi Province. |
