Practical Study Of Government Data Opening In Guangdong Province Based On Data Opening Ecosystem View

This research basically analyzed current situation of Government Data Opening in Guangdong Province,from the view of data opening ecosystem.With focus on the participants which are government,developers,e-government association and end users,the research analyzed how the four participants are co-working in the data opening ecosystem.It indicates that the main weakness of present situation in data opening of Guangdong province is the related law need to be much systematic,poor data sets sustainability is weak,etc.And also,developers' motivation to develop open government data is not strong enough,which was shown as few apps developed and published in the past years.Another important thing is that end-users' understanding and participation of government data opening is limited.After analyzing of the laws and rules made and how the rules been processed,the cause to the problems can be conclude as related laws are not systematic,which made the work-flow of data opening in government department not detailed,and the dissemination of open government data in Guangdong is still not enough and the demand driven of government data opening not settled made end users poor participation in it.In order to improve the situation,the government should enhance the law making and ensure data opening source such as authorized officers in each department who will be responsible for the data opening work.Also,government needs pay more attention of how to attract attention of data users.
