Research On The Legal Status Of The Dispatched Institutions Located In Townships

The dispatched institutions located in townships can be seen everywhere in the daily management of the government.It is an institution which was set up by the government according to local conditions and helps to realize the functions of the government.However,in practice,the dispatched institutions almost flooded the entire township,resulting in the township administrative model with the dispatched institution as the main executive agency.In addition,the laws and regulations related to the dispatched institution are not perfect,resulting in various problems in the dispatched institutions during the operation.Further leads to many problems in township governance.There are some problems,such as the standard of setting up dispatched institutions located in townships is nonstandard,the power of townships is overhead due to unclear power and responsibility of the dispatched institutions,and the lack of law enforcement services due to the confusion of management.The causes of these problems lie in the unclear legal status of dispatched institutions located in townships.Therefore,research on the legal status of the dispatched institutions located in townships is imminent.In order to have a systematic understanding of the present dispatched institutions,based on the development history and statistics of the dispatched institutions,this paper applies the case studies,comparative studies,comparative references,and systematic innovations.The dispatched institutions in townships carry out all-round research and analysis to explore the legal status of the dispatched institutions located in townships,and fundamentally solve the problems in the establishment of dispatched institutions and township institutions in townships.According to the logical line of "township’s positioning-township’s functions and powers-township’s institutions setting",this paper analyzes the state of the institutional setting of townships,and compares it with the actual state of the dispatched institutions located in townships in practice,and finds its problems,and explores the reform and improvement of the dispatched institutions.This paper thinks that townships are the linkbetween the national government and the grassroots society.The orientation of township functions and powers is mainly based on public services,supplemented by social governance and environmental protection.Emphasizing service over law enforcement,governance over management.The township’s institutions should be based on the functions of townships,and be matched with the functions and powers of townships.By classifying the nature of the dispatched institutions,it is considered that the dispatched institutions of the nature of services should be functionalized,and the legal status of the dispatched institutions with law enforcement nature should be clear.In short,starting from the current situation of the dispatched institutions located in townships,studying the status of grassroots rule of law has practical significance for realizing the rule of law government.
