It is a common problem for people to overwrite problems in units and departments at all levels,which is different in different regions,at different levels and in different fields.In all kinds of public organizations,public institutions are particularly serious,and their absolute number and relative amount are greater than that of the party and government departments and the political and legal departments.Although academia all know over-staffing is a common phenomenon,but for the practice institution specific exceed no detailed comprehensive description of the condition,especially the township level institution over-staffing condition.Meanwhile,the internal staff and establishment of the institutions of township government in metropolis are important “windows” to observe the scale of their public service personnel.Therefore,it is an open topic to study the status of the over-staffing at township level institutions in the large cities of China.This paper takes 11 Public Institutions of P town and other town's circumstances in Shanghai as investigation examples.Through structured interview and text analysis,the problems of over-staffing behave as follows: over-staffing in overall personnel,leaders positions and departments,co-existence of over-staffing and short-staffed,unreasonable staff structure.Meanwhile,with the investigation of questionnaire,the author found that saturation level and difficulty of work are not enough as the completion and initiative are fine,work flexible is obscure while efficiency needs improving.And then,the author analyzed the reasons of over-staffing through the above five dimensions and derived that there are six factors influence over-staffing: institutions,frequency of overtime and business travel every month,education level,adaption of new comers and positions.However those factors can not strongly interpret the over-staffing and are treated as surface reasons;The deep reasons are tensile force of political and administrative value,outward situation changes,inward actions and unreasonable structure of organization.In the end,from the aspects of strengthening the concept of establishing and enforcing the rule of law,implementing the system of dynamic management,setting up the organization structure scientifically and reasonably,diverting and digesting the overstaffed personnel,and realizing the diversification of the main body of public service,the paper listed some policy suggestions to solve the over-staffing problems and improve management structure in basic level.
