Study On The Legal Status Of The Management Committee Of The Development Zonee Title

The Development Zone is a front line for national economy and an important experimental field for reform and development.Since its establishment in the 1980 s,it has achieved rapid development throughout the country,and has increasingly become the main battlefield,main position,active force.In the development zone’s long-term practice,a set of Chinese characteristics governance system-Management Committee System-Development Zone Management Committee has been formed.This system is led by the government,with the management committee as the main management organization,and the organization is set up according to the principle of "simplification and efficiency",highlighting the functions of economic management,giving full play to the institutional advantages of "small government,big market",the development zone has become important system guarantee to promote its development.But Development Zone Administrative Committee’s legal position has not been clearly and uniformly defined in the legislation at the national or local level,which makes it in a state of blurring in the legislative orientation.As a result,it is necessary to clarify Development Zone Management Committee legal Status so as to make sure that the Development Zone Management Committee operates smoothly according to the law.In this article,I mainly introduce the basic idea,development situation,function orientation,management committee system change and so on.Part II mainly analyses the status quo of legal provisions in Development Zone Management Committee as well as all kinds of problems arising from unclear legal status.In chapter three,the author makes a comparative analysis on the different kinds of administration organs in DC,and concludes that it is necessary to set up a governmental agency.The fourth part further proposes to modify and improve laws and regulations such as the "Local Organization Law",formulate the "Development Zone Management Law",We should focus on perfecting supervision system and build comprehensive system of law from country to local.
